- PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-20. The following provisions and clauses apply to this acquisition: 1) 52.212-1, Instructions to Offerors-Commercial (OCT 2000); 2) 52.212-3, Offeror, Representations and Certifications-Commercial Items; 3) 52.212-4, Contract Terms and Conditions-Commercial Items (APR 1998), with an addendum; and 4) 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (AUG 2000). Solicitation Number 1435-01-02-RP-85154; the solicitation is issued as a request for proposals (RFP). The Department of the Interior, Minerals Management Service (MMS) intends to competitively award a contract to digitize information contained in MMS Environmental Studies reports. During the past 20 years MMS has acquired numerous environmental studies as part of the MMS Environmental Studies Program. The Contractor will digitize certain kinds of information contained in these studies. The digital data will be organized and formatted according to the specifications of the MMS Coastal and Offshore Information System (CORIS). The Contractor will digitize information from up to 20 MMS Environmental Study Final Reports. The Contractor will extract information from the study reports that describe the geographic boundaries of the study area, and the point, line and polygon features within the study area where data were gathered. The Contractor will also encode data from the reports that describes how and when the data were collected. In some cases, the Contractor will digitize the data contained in the report. Examples include studies that mapped endangered species and sea bottom habitats. The Contractor will submit these data in a format that is consistent with CORIS Version 1.2 specifications. Geographic data must be delivered either as Spatial Database Engine layers or as Arc/Info coverages exported in UNIX format. Tabular data will be delivered as either ORACLE export files or as Arc/Info tables exported in UNIX format. MMS will provide the Contractor with copies of the environmental study reports. Most of the data from environmental studies reports is available only in paper reports with map and data attachments. The Contractor will therefore have to encode much of the data manually. MMS will provide digital data when it is available. HOW TO RESPOND: In order to compete for this contract, interested parties MUST demonstrate that they are qualified to perform the work by providing, by 4:00 P.M., EDT, May 1, 2002, a Capabilities Statement detailing: (1) your key personnel (those who would have primary responsibility for performing and/or managing the study) with their qualifications and specific experience and your organizational experience and facilities with (A) Coastal and Offshore Information System (CORIS), Gulf wide Information System (GWIS), Environmental Sensitivity Index (ESI) or similar environmental databases; (B) encoding hardcopy data into digital formats; (C) encoding hardcopy data into a relational database structure; and (D) developing and interpreting marine, coastal and environmental data. (2) past performance including specific references (include contract number & project description, period of performance, dollar amount, client identification with the point of contact & telephone number) for previous work of this nature that your key personnel or organization has performed within the last four years. Your Capabilities Statement will be evaluated based on; (1) key personnel skills, abilities and experience; your organization's experience and (2) past performance (including number, size, and complexity of similar projects), adherence to schedules and budgets, effectiveness of program management, willingness to cooperate when difficulties arise, general compliance with the terms of the contracts, and acceptability of delivered products. Following review of all Capability Statements, we will establish a list of those deemed most qualified to perform the work. Qualified Offerors will be notified and provided additional proposal instructions. Those proposals will essentially consist of a written technical proposal, program management plan and separate cost/business proposal. Further details of those proposal requirements and logistical considerations will be provided to qualified Offerors at a later date. The period of performance of the contract will be 12 months.
