Description

NA This is a Solicitation Notice. The USPFO-NJ proposes to award a contract for construction of the Communications and Security Forces Complex at the 177th Fighter Wing, NJ Air National Guard Base located at Atlantic City International Airport. This solicitat ion provides for a base bid and additive bid line items, all of which must be addressed in order to be considered for award. It is anticipated that a firm fixed price contract will be awarded as a result of this solicitation. Only Prime contractors should reply. The construction performance period is 730 days from notice to proceed. Estimated cost range is between $5,000,000 and $10,000,000 and the North American Industrial Classification Systems (NAICS) code is 233320. This solicitation is UNRESTRICTED, ho wever Women-owned, small and small disadvantaged businesses are encouraged to compete. A subcontracting plan shall be required if the successful bidder is a large business concern. The facility will consist of 27,000 square feet (SF) with the following breakout (all dimensions approximate): 11,500 SF for Security Forces Operations and Training, 1,000 SF for a Simulated Firearm Training Center, 1,400 SF for a Combat Arms and Maintenan ce functional area, 10,600 SF for the Communications Operations and Training area, and 2,500 for the Audio Visual Service area. Male and Female locker rooms are also included within the 27,000 SF designation. Proposed heating, ventilation and air condition ing (HVAC) will be a geothermal type system. The facility will house approximately 125 people. Contract may also include the demolition of two facilities (approximately 34,100 SF) which were constructed in the early 1960's and contain asbestos floor tiles and pipe insulation. The contractor shall be responsible to provide all labor, equipment and materials required in strict accordance with the plans and specifications. Bid opening date shall be on or about 5 June 2002 and will be held in the 177th FW Logistics Complex Conference Room, Building 52 located at, 400 Langley Road, Egg Harbor Township, NJ. A non-mandatory pre-bid meeting will be held on or about 20 May 2002, also in the Conference Room of Building 52. FACSIMILE, E-MAIL and TELEPHONE REQUEST FOR BID PACKAGES WILL NOT BE ACCEPTED. Request for bid document clarifications must be submitted in writing via e-mail and will be accepted through 31 May 2002. Submit questions to the following email address: USPFONJPC@nj.ngb.army.mil. All interested parties are reminded of the requirement for CCR registration. Award shall not be made to a bidder that does not have a valid and current registration at time of award. Bidders shall identify their status as large business, small business, small disadvantaged business (SDB), emerging small business (ESB), and women-owned or Small Business Administration 8(a) contractor. The bid n umber should be included in all correspondence. The Government would like to use the “Partnering” concept between the parties for this project. This partnership will be bilateral and totally voluntary by all participants.
