- The USDA Forest Service, Job Corps, Work Force Investment Act training program in Academic and Vocational training skills. Located in Glade Oregon. Has a requirement for a complete training and job placement program. This is a Sources Sought- for Job Corp Training and job placement Program. This is not a Request for Proposal. Background The primary function of the program and all components is to train students for job placement, and to place them in jobs. This training is accomplished with a mandatory emphasis on zero tolerance for drugs and violence. Job Corps is a major employment and training program that attempts to alleviate the severe employment problems faced by disadvantaged youth throughout the United States. The Job Corps was established by the Economic Opportunity Act of 1964. Control of the program was transferred from the Office of Economic Opportunity to the Department of Labor in 1969. Workforce Investment Act maintains Job Corps as a national program for at risk youth, with emphasis placed on greater involvement of Job Corps Centers with local communities, employers and other Workforce investment programs and services. The program is administered at the Federal level through the Employment and Training Administration, Office of Job Training Programs (OJTP), Office of Job Corps in Washington, D.C., and Regional Offices. The typical youth served by Job Corps is an 18 year-old high school dropout who reads at the elementary school level, comes from a poor family, belongs to a minority group, and has been unemployed for many weeks or has never held a job. Job Corps provides educational and vocational skills training, work experience counseling, health care, and other support services. The aim of the program is to help youth become responsible adults, prepare for and obtain a suitable job, career and return to school for further training. Currently, the program serves students between the ages of sixteen (16) and twenty-four (24). This Job Corps center is a Civilian Conservation Center which is located on public lands and operated by the U.S. Department of Agriculture, Forest Service. Scope of Work The offeror shall provide services, and all necessary certified personnel to operate a Job Corps Center training program as outlined in the Policy Requirements Handbook and provide assistance in related Center programs set forth in Title I - Subtitle C of the Workforce Investment Act (WIA). Personnel positions may be hourly, part time, or full time. Supervision of personnel is required. The Center program for Training (instruction) is broken into three (3) main components, Vocational training, Basic Education and Advance Academic training, and Social And Life Skills training, with integration threads throughout all programs. Instructional programs and/or services may be obtained, with Center approval, through other Workforce investment partners. Also with Center approval, programs may be sub-contracted. All programs must be operated in compliance with the Department of Labor Policy and Requirements Handbook (PRH), the PRH used for this procurement is the one in effect as of July 1, 2001, and other Department of Labor and Forest Service instructions, manuals and/or documents may also require compliance. The PRH is constantly under modification and updating. Therefore, the PRH may vary over the span of this contract. Modifications of programs may be required as changes in the PRH occur. Additional programs such as Vocation, Counseling and student related services or other functions may be required. Close coordination and cooperation with Center management and other Center entities is essential. Close working experience and contact with the Oregon implementation of the Workforce Investment Act is mandatory. All vocational training programs have specific targeted goals in the area of placement, and salary established. These targets must be accomplished in order to maintain training programs. All instructional programs, vocational, life skills, employability skills, or basic skills such as reading, math or social skills are integrated and implemented within a comprehensive learning environment within the overall center "Training Plan". All programs and services must be accomplished within the scope of the Work Force Investment Act and preferable within its mechanisms.
