PART: U.S. GOVERNMENT PROCUREMENTS CLASSCODE: Z--Maintenance, Repair or Alteration of Real Property OFFADD: USDA, ARS, FMOD, BA, Purchasing Section, 10300 Baltimore Ave., Bldg. 003 Rm 321, Beltsville, Maryland 20705-2350 SUBJECT: Z-REROUTE STEAM LINES AT RANGE 1, BLDG. 011 SOL: Steam011 DUE: 052202 POC. T.C. Mitchell DESC: Supply all labor, material, supervision, and equipment, to reroute steam lines in building 011. This job consist of modifying the steam piping in building 011, Beltsville, Agricultural Research Center, Beltsville, Maryland. Building 011 is the headhouse building for 8 large greenhouses behind it that are about to be demolished. The current steam service for building 011 is currently in these greenhouses. This project consist of removing, disconnecting and capping the existing steam lines inside the building. The contractor shall install new steam piping and accessories. All of this new steam piping shall be insulated by the contractor in accordance with the specifications. The contractor shall need to core drill the concrete floor and walls to install some of this steam piping. The solicitation is being issued as a Request for Quotation (RFQ) in accordance with Simplified Acquisition Procedures, FAR Part 13 and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2001-04. This project is unrestricted as part of FAR part 19 Small Business Competitiveness Demonstration Program under designated industry group Building, Developing, and General Contracting, NAICS code 23491. The solicitation number Steam011 RFQ package will only be available by downloading the information from the Internet website http://www.fedbizopps.gov on or about May 8, 2002. This job is to be completed 90 days after Notice to proceed from the Contracting Officer. All work shall be in compliance with the Statement of work, USDA Special Conditions part II, USDA clauses, wage rate MD020057 mod. 2, drawings and specs all are applicable attachments needed for this project and can be found on Fedbizopps site, http://www.fedbizopps.gov and will be available for interested parties to download from that site on or about May 8, 2002. No hard copies of this project will be provided. No documentation will be mailed from the contracting office, you are responsible for downloading the documents from the Internet website http://www.fedbizopps.gov only. Notification of any changes to this solicitation (amendments) shall be made via the Internet. It is the contractors responsibility to check the Internet site for any posted changes to the solicitation. Any questions about this project must be in writing via fax, mail or e-mail. Only one site visit will be conducted on May 14, 2002, 11a.m., meeting in front of Bld. 011. The Government recommends that contractors providing a quote for this project visit the site and make themselves aware of the site conditions. Magnitude of project is between $25,000 and $100,000 and will be procured using Simplified Acquisition Procedures and in compliance with FAR part 19 Small Business Competitiveness Demonstration Program designated industry groups. A firm fixed price purchase order will be awarded to the responsible/responsive offeror whose offer conforms to the solicitation and is considered most advantageous to the Government. NAICS code is 234910 with a small business standard of 28.5 million. FAR clause 52.228.13 Alternative Payment Protection applies to the successful offeror citing a Payment Bond or Irrevocable letter of Credit must be presented to the Contracting Officer within 10 days after Notice to Proceed.
