Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Coherent Laser Group, of Santa Clara, CA, for acquisition of one (1) 25 Watt Argon Ion Laser (INNOVA SABRE, DBW-25) and trade-in of one (1) INOVA-400 argon ion laser. The system will be used in the Ionizing Radiation Division, at NIST to do resonance ionization mass spectrometry measurements in soil, water and sediment samples to detect low concentrations of cesium, plutonium, and uranium isotopes due to contamination with radioactive materials that might come from nuclear explosions, nuclear material dispersal or radioactive waste.*****Installation at the NIST laboratory shall be included. A one-year, on-site warranty on parts and labor shall also be included.*****Sole source determination is based on the need for compatibility with an existing system at NIST that includes a 899 Coherent Ti:Sa Laser. Coherent is uniquely qualified to provide an argon ion laser to replace NIST's existing INOVA-400 argon ion laser. The INNOVA SABRE laser shall be compatible with other instrumentation at the NIST laboratory without the need for modification, and also allow the existing Coherent Ti:Sa Laser to work. *****Delivery shall be FOB Destination, Gaithersburg, MD, and is required within nine (9) weeks or less after receipt of purchase order (ARO).*****The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 Employees.*****No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by May 6, 2002, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.*****
