Description
The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis under the authority of FAR 13.106-1(b) Only One Source Reasonably Available with Battelle, Pactific Northwest National Laboratory (PNNL), 902 Battelle Boulevard, PO Box 999, Richland Washington 99352. This project is part of the Environmental Data Exchange Network (EDEN), a collaborative effort between the NIST, the Environmental Protection Agency (EPA), the Defense Advanced Research Projects Agency (DARPA), the Department of Defense (DOD) and the European Environment Agency. These organizations have a mutual interest in developing standards for accessing and using environmental information via the National Information Infrastructure. The proposed project will assist NIST to establish a data registration authority, initiate a data stewardship program, standardize selected data elements, and develop of a set of international standards that specify how best to structure, manage, and utilize metadata (information about data). This project requires the highly specialized technical expertise resident within PNL in the areas of ISO and ANSI standards development, data modeling, data standardization, and metadata registration. The proposed contractor must work with private enterprise, government and academe in standards development bodies to accomplish the following four (4) tasks: Task 1, ISO/IEC JTC1 SC32 Secretariat Support for the annual National Body, JTC 1 and Working Group meetings. Task 2, ISO/IEC JTC1 SC32 Secretariat shall provide data management and interchange. Specifically, the Secretariat shall provide assistance in the evolution and production of international standards relating to structure, organization, registration, interoperability, sharability, and portability of data and metadata. Task 3, Publish and Operate World Wide Web site on the Internet for ISO/IEC JTC 1 SC32. Task 4, Provide project management support to ensure timely, satisfactory completion of all tasks. This notice of intent is not a request for competition; this is a sole source requirement. However, the Government will consider all responses received by the closing date. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A solicitation is not available.
