Description

The National Institute of Standards and Technology (NIST) intends to procure on a sole source basis with Lu Deng, Gaithersburg, MD to design and assist with construction of fast shutter systems for the NIST Synchrotron Ultraviolet Radiation Facility (SURF) Beamline (BL-2) which is dedicated to the calibration of extreme ultraviolet spectrometers that are flown in NASA satellites and space shuttle missions, under the authority of FAR 13.106-1(b) Only One Source Reasonably Available. The design shall address ultrahigh vacuum compatibility, speed and timing control, and system housing control consistent with the existing BL-2 environment. This is a sole source procurement because the Contractor has previously worked on the BL-2 with a NASA team and has already implemented a series of important system upgrades and modifications and is therefore uniquely familiar with the BL-2 environment and how best to design the shutter systems to insure compatibility. A firm fixed price Purchase Order will be issued on or about May 15, 2002 with a two (2) month performance period. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competition. However, the Government will consider all responses received by the closing date. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A Request for Quotation (RFQ) will not be issued. See Note 26.
