Description
NORTHEAST DISTANT FISHING ZONE PELAGIC LONGLINE FISHING EXPERIMENT LOCATED AT NOAA/NMFS/SFI This is a combined synopsis/solicitation for Commercial fishing Platforms (vessels) serving as Scientific Research Fishing Platforms in the Northeast Distant Fishing Zone (fishing in a closed area of the Grand Banks, bounded from between 20 to 60 degrees west longitude and between 35 to 55 degrees north latitude). It is prepared in accordance with the format in Subpart 12.6 - Streamlined Procedures for Evaluation and Solicitation for Commercial Items. This announcement constitutes the only solicitation, proposals are being requested, a written solicitation will not be issued. The Detailed research design with specifications is available at Highly Migratory Species URL (http://www.nmfs.noaa.gov/sfa/mspg.html) or upon request from the address herein. The Request for Proposal (RFP) number is RFP 52NFFKF-05. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular, FAC 06 dated April 4, 2002. Standard North American Industrial Classification System Code 14111 is applied, business size standard $3,000,000. The National Marine Fisheries Service (NMFS), Office of Sustainable Fisheries, 1315 East West Highway, Silver Spring, MD 20910, is procuring the services of longline fishing platforms furnished with the necessary experienced personnel, material, supplies, equipment, services and facilities to perform experimental fishing operations intended to result in turtle bycatch reduction. The operations will be performed in units of sets, and specified numbers of hooks, using specified hook designs, bait types and reduced daylight soak times, as authorized under Endangered Species Act, Section 10 Research permit #1324 issued to the Southeast Fisheries Science Center of the National Marine Fisheries Service. A contract with one or more entities will be issued to cover the period July 1, 2002 through November 30, 2002, and vessel owners will be compensated on a "fixed guarantee" basis, described herein. To be eligible, each vessel owner and captain must agree to; carry an observer employed or contracted by NMFS during the entire contract period of performance, fish as directed by the experimental protocol in the detailed research design, and hold currently valid permits. Limited access permits for Atlantic Tunas Longline, Atlantic Swordfish (Directed), and Atlantic Sharks (Directed or Incidental) for U.S. vessels. Offerors must comply with requirements at 50 CFR 600.746?. NOTE: Offeror shall submit a fixed price per set, which is to represent only the deployment of the fishing gear, as vessel costs may increase and as revenues may be diminished by the use of the experimental gear and baits. Vessel owners may retain and sell all fish harvested as authorized under 50 CFR Part 635 and all other applicable regulations. This award will be made to vessels owners agreeing to make two or more trips into the NED fishing up to 33 complete experimental sets with a minimum number of 900 hooks per set as defined in the research protocol document. Pursuant to the North American Free Trade Ace, any Offerors with vessels not registered in the U.S. must meet all specifications, agree to abide by all regulations under 50 CFR 635 and demonstrate prior to each trip that Swordfish quota is available from the country of vessel registry. The Government expects to make multiple awards in this program. The Government reserves the right to reject any offer in which the clause at 52.203-2, Certificate of Independent Price Determination is not made a part of the offer. Offerors shall submit copies of their offer, of all applicable licenses, permits, and clearances required by the Federal Government or country of registry. Contractor shall attend and require all potential vessel captains to attend an information and training conference two weeks prior to commencement of fishing. Contractor shall fish within the limits prescribed by the research protocol. Contractor shall submit Logbooks, HMS Trip Summary Form, and Expense and Payment Summary Form for each trip. Contractor shall make three reports at the end of each trip; to the Principle Scientific Investigator or his representative, to the Economic Data Manager, and to the Contracting Officers Technical Representative. Contractor shall not purposefully make sets in areas that are reasonably expected (or known) to have high concentration of turtles. The Provision 52.212-1 Instructions to Offerors - "Commercial Items (Aug. 1999), 52.212-2 Evaluation - Commercial Items (Oct. 1997) applies (see award criteria below). Addendum Clauses FAR 52-215-18 Facsimile Proposal also applies. The government contemplates multiple awards of a firm fixed price contract resulting from this solicitation to the responsible offeror(s) whose offer(s), conforming to the solicitation, is most advantageous to the government, price and other factors considered. Factors for Basis of Award: (a) Price; final selection(s) will be determined by the offeror that submits the best technical proposal. All evaluation factors other than price are significantly less important than price and will have less weight. (b) Technical Capability and experience to meet the Government requirements; (1) Experience of Owner/Captain - at longlining, fishing in the NED, turtle interactions, (2) Accommodations/Facilities - vessel make-up, working bath facilities, washer/drier, galley appliances, liferaft capacity, (3) Experience of crew. (c) Past Performance; (1) Contract History, previous participation in fishing experiments, degree of compliance, completeness of reports, contributions to interviews, (2) Experience fishing the NED area, (3) Logbook history, timeliness and completeness, (4) number of observer trips, (5) observer reports on cooperation. (d) Violations of Natural Resources Laws and Regulations within the past four years; (1) Convictions of any criminal, civil, or administrative violations. (e) Communications Capability; (1) e-mail, (2) SAT phone, (3) Single- side Band Radio. (f) Technical make up of vessel - engine size and horsepower, vessel speed, fuel capacity, fresh water capacity, ice maker, storage space. All criteria as listed herein are required. All responsible sources may submit a proposal that will be considered by the agency. Awards (s) may be made without any written or oral discussions with any offeror. The government may make multiple awards for the services listed herein to those responsible offerors whose offers, conform to the factors as listed. The following provisions and clauses are applicable and are hereby incorporated into the solicitation by reference and will be provided by the Contracting Officer in full text upon request. Offeror must submit a completed copy of provision 52.212-3 Offeror Representations, and Certifications - Commercial Items (Oct. 1998) with proposal. 52212-4 Contract Terms and Conditions - Commercial Items (Apr. 1998), 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (Oct. 1998), applicable clauses (52.203-2, 52.203-6, 52.203-10, 52-222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-3, 52.239-1, 52.247-64, 52.222-41, 52.222-43, 52.222-47). Proposals shall be required in writing and submitted to the address herein no later than 4:30 p.m. local time on May 15, 2002 or faxed to 301-713-1917 directed to Dr. Ronald G. Rinaldo. The Government will not be held responsible for the quality of fax transmittals. The solicitation number RFP NFFKF-05 shall be listed on the outside of each response for identification.
