Description
The National Marine Fisheries Service, Southwest Fisheries Science Center, Honolulu Laboratory, has an ongoing requirement to procure oceanographic instruments that will provide data in support of its Coral Reef Ecosystem Investigation (CREI). The purpose of the data gathered will be to monitor oceanographic and meteorological conditions of coral reef ecosystem sites in the Pacific. The following items will be purchased: 1). Design and fabrication of Oceanographic Monitoring Stations to include a buoy, mooring system, hardware, data logger, transmitter, battery/power system, and other components as necessary. A minimum quantity of 4 stations will be ordered for delivery in 2002. It is estimated that 15 additional stations may be ordered during the period 2003-2005. 2). Design and fabrication of Sea Surface Temperature (SST) monitoring devices. The devices include buoy, data logger, transmitter, sensors, etc. A minimum quantity of 4 devices will be ordered for delivery in 2002. It is estimated that 42 additional devices may be ordered during the period 2003-2005. 3). Design and fabrication of sub-surface Ocean Data Platforms to include mooring/anchoring components which provide a stable and secure platform for the attachment of an instrument package (sensors, controller, data logger, battery/power system). A minimum quantity of 2 platforms will be ordered for delivery in 2002. It is estimated that 28 additional platforms may be ordered during the period 2003-2005. 4). Surface Velocity Program (SVP) Drifters with data transmitting capabilities to include sensor(s), controller, data logger, transmitter, battery/power system, and other components as necessary. A minimum quantity of 10 drifters will be ordered for delivery in 2002. It is estimated that 50 additional drifters may be ordered during the period 2003-2005. All instruments shall be set-up and thoroughly tested before deployment in the ocean by NOAA or NOAA chartered vessels. Vendors shall also provide necessary training, software, and shipping. Vendors may offer on all or any of the four items. A single vendor shall be selected for each item and up to four Indefinite Delivery/Indefinite Quantity (IDIQ) contracts may be awarded. Under each four-year IDIQ contract, the Government will be obligated to order only the minimum quantities specified for 2002. The estimated quantities are maximum amounts that may be ordered at the Government's discretion during the period 2003-2005. Supplies and services applicable to this procurement have been identified as "Commercial Items" and a Request for Proposals (RFP) will be prepared in accordance with Federal Acquisition Regulation Part 12.
