Description
The National Institute on Alcohol Abuse and Alcoholism intents to negotiate on a sole-source basis with John Hopkins Biostatistics Center, School of Hygiene and Public Health for a project entitled, ?Training Session and Data Analysis on Multi-Level Modeling.? The statutory authority to negotiate with John Hopkins is 41 U.S.C. 253(c)(1) under FAR reference 6.302-1. The purpose of the proposed contract is train staff from the Division of Biometry and Epidemiology (DBE) in the estimation and interpretation of multi-level models using DBE data sets and examples of actual alcohol-related analyses. John Hopkins processes both the expertise in complex national surveys and statistical sophistication in the required areas to carry out this effort. They successfully developed applications of new and emerging statistical techniques, including growth curve modeling. They are uniquely qualified to carry out these activities because of their vast experience with multi-level models (as demonstrated by course offerings and publication in this area), their familiarity with complex national data bases entailing the use of sample weights, and their experience in teaching multi-level modeling techniques to graduate students who represent a variety of public health disciplines.
