- Description
- This is a sources sought announcement looking for small business concerns who can demonstrate they have the experience and capabilities to perform the tasks within the following statement of work. The Department of Health and Human Services, Program Support Center, Division of Acquisition Management intends to issue a Request for Proposal in the future. Then offeror shall provide technical assistance that will help State Lead Agencies on the use of the Child Care and Development Fund (CCDF) to support services and programs that serve infants and toddlers both directly and through coordination with other government programs and other sectors at a national level. The specific goals of this project include: To identify ways that all 50 States and communities are using CCDF subsidy and quality dollars to support infant and toddler programs, and to share these practices and approaches with other States; To identify administrative and implementation issues related to CCDF investments in infant and toddler programs, and to provide information and context (about barriers, problems, opportunities) as well as practical tools that will help CCDF administrators make decisions; To identify other major programs and sectors that are potential partners for CCDF in supporting infant and toddler programs, and to identify models, strategies and tools for coordination with other programs such as Early Head Start and sectors in support of child care for infants and toddlers; and to provide programmatic planning, resources, and development services to State child care infant and toddler teams. Although this project may provide technical assistance on some topics that apply to the general child care field (e.g., professional development, building capacity, improving quality), this Project will focus specifically on how these issues relate to child care programs and services that serve children ages birth to three years of age. IN RESPONDING TO THIS SOURCES SOUGHT ANNOUNCEMENT, SMALL BUSINESS CONCERNS MUST SUBMIT WRITTEN CAPABILITY STATEMENTS THAT ADDRESS THE FOLLOWING REQUIREMENTS: Have a staff who possess the following knowledge, skills and abilities that are listed below. (1) Knowledge of national, state and local licensing and subsidy policies and programs affecting infant and toddler child care, including State and community delivery systems (2) Ability to assess State and local policies and present the information to State Lead Agencies and Federal Staff. (3) Knowledge of child development, including current brain development research. (4) Knowledge of the Child Care Development Fund guidelines. (5) Knowledge of the Early Head Start program and its performance standards. (6) Knowledge of the other government programs that impact infant and toddler care, including Temporary Assistance to Needy Families, and Department of Education programs. (7) Knowledge of family leave policies and family-friendly policies and programs.(8) Ability develop and guide on-site strategic planning processes and implementation technical assistance within various States simultaneously. (9) Ability to write technical materials on the issues of policies and programs affecting infant and toddler child care, brain development as it relates to quality child care, and other related issues from a national perspective. (10) Experience providing technical assistance to State Child Care Administrators. (11) Experience presenting project information to State Child Care Administrators and other national experts on innovated child care policies and programs for infant and toddlers, and (12) Experience working with other contracted technical assistance providers. THE TASKS UNDER THE PROPOSED PROJECT WILL INCLUDE: Consultation and Work Planning; Building a National Knowledge Base on Infant and Toddler Care Initiatives in States; Providing intensive, On-site Technical Assistance to 10 States per year; Develop & Disseminate Materials on Infant and Toddler Policies, Programs, and State and local Systems; and Delivering Training and Presentations on State and Community Infant and Toddler Policies and Programs. CAPABILITY STATEMENTS WHICH ADDRESS THE ABOVE ISSUES ARE DUE IN THIS OFFICE NOT LATER THAN CLOSE OF BUSINESS 4:30 P.M. EST, MAY 1, 2002.
