Description
Amendment 001 will amend the combined Synopsis/Solicitation and extend the due date for proposals and samples. Combined Synopsis/Solicitation Number COW-2-R-0054 (INS Law Enforcement Badges) is amended as follows: Under (vi) ADD "Badge 1 shall be made of 425 Olin Brass or equivalent, 12 gauge." DELETE from "Badge 3: The highlights shall be of a highly polished finish." to "The wallet clip shall be 1-1/2 inch long and 2 inches wide." REPLACE with "Badge 3: The badge shall be made of 425 Olin Brass or equivalent, 101 gauge. All pieces struck shall be given two (2) blows with a thousand (1,000) ton press. Those pieces shall then be trimmed, pierced, dapped to a radius of 8 degrees along the vertical axis, and numbered. The badge shall have a pin, joint and safety catch fused to the back of the badge, then a bead of solder placed on each fusion joint for reinforcement. The pin, when closed shall not protrude below the bottom edge of the badge. The hardware used shall be B.A. Ballou #9105 assembly pin stem, a B.A. Ballou #968 catch, and a B.A. Ballou #68 joint, or like size and quality. A second badge will have a flat credential case clip hard soldered to the back of the badge. The clip shall be of spring metal stock, .045 gauge, tempered brass, with its formed size being approximately 1-1/2 inch long and 2 inches wide. The clip shall be designed so that the open end will be held closed under spring tension and have a slight curl back on itself to provide for the ease of attachment to a credential case holder or trouser belt. The tension shall be such that it will not slide out of the credential case backer or off the belt to which it may be attached. The badge shall be sandblasted, front and back, with 170/100 grit sieve. Stoned epoxy shall be used as the filler for the badges. The "U" and "S" and upper and lower title ribbons shall be filled with black liquid resin and be allowed to dry a minimum of twenty-four hours. The items will then be stoned down and polished to a smooth finish assuring the height of the epoxy is equal to that of the lettering and borders. All edges are to be cut down, all highlights cut down, and the badge completely glossed then ultrasonically de-greased. All pieces plated will have a copper flash, then cold nickel for three to five minutes. After nickel is applied, the pieces shall be gold electroplated with a 22K gold color to a minimum of 25 mls thickness. The badge will be hot lacquered for added protection. The completed badge shall have no visible grinding marks. All lettering and border details shall be of a highly polished finish; the back of the badge and the front base of the badge shall have a satin finish. The company name, month and year shall be engraved or stamped in the center of the rear body of the badge. A serial number shall be stamped in the center of the rear body of the badge. These numbers shall be provided upon award. The badges are to be packaged as a matched set whereby a wallet and a pin back badge with the same serial number are packaged together. Each completed badge shall be wrapped in white tissue paper for protection, then placed in a 4 mil zip-lock polybag. The vendor shall provide a one year warranty on all badges if a sample of badges tested are not produced to specification as indicated within the Scope of Work. This warranty shall include refinishing of the total shipment of badges. It shall also cover defects in the workmanship pertaining to the failure of the pin and clasp, spring clip, stoned epoxy filler, and overall finish. DELETE "The pre-production samples should be delivered, by means other than U.S. Postal Service, by April 24, 2002." REPLACE with "The pre-production samples should be delivered, by means other than U.S. Postal Service, by May 1, 2002". Under (xvi) DELETE "Proposals to this solicitation are due no later than 24 April 2002 by 2:00 pm EST" and REPLACE with "Proposals to this solicitation are due no later than 1 MAY 2002 by 2:00 pm EST".
