Description
NA The U.S. Army Corps of Engineers, Kansas City District, is seeking qualified individual design-build sources or teams for a design build construction contract to design and construct a new Westgate Access Road, Fort Leonard Wood / Waynesville, Missouri. T he anticipated date of issuance of the solicitation is 6 May 2002. The work will include, but not be limited to, construction of approximately 4.5 miles of two lane roadway including drainage devices, culverts, a bridge over Roubidoux Creek approximately 2/3 of a mile in length, traffic signals and other ancillary work. The successful offeror will be selected via a source selection evaluation and award process providing the best value to the Government. The evaluation factors will include, but not be li mited to, past performance and experience in similar projects, pavement design, personnel qualifications and schedule, in descending order of importance, along with price. Please note that these factors and subfactors are preliminary and subject to change . This project will be designed and constructed under a contract with the Corps of Engineers, Kansas City District, and is the product of a team effort by the Corps, Missouri Department of Transportation, Federal Highway Administration, Fort Leonard Wood and Waynesville, Missouri. The project schedule will be proposed by the offeror but in any event will not exceed 800 days from notice to proceed. REGISTRATION FOR SOLICITATION: This solicitation will be issued on CD and by Electronic Bid Set (EBS) and wil l be available for download on or about the date of issuance at: http://nwk-ebs.nwk.usace.army.mil/ebs/advertisedsolicitations.asp. Offerors must register to receive the solicitation on this web site. The website is occasionally inaccessible due to maint enance. The NAICS code for this project is 234110. THIS PROCUREMENT IS UNRESTRICTED. If you a re a large business, are selected for this effort and your proposal exceeds $1 million, you will be required to submit a subcontracting plan with goals for small, HUB Zone, small disadvantaged, small woman-owned and small veteran-owned concerns. For the p urposes of this procurement, a concern is considered a small business if its annual average gross revenue, taken for the last three fiscal years, does not exceed $27.5 million. All potential offerors are reminded, in accordance with DFARS 252.204-7004, RE QUIRED CENTRAL CONTRACTOR REGISTRATION (MAR 1998), lack of registration in the CCR database will make an offeror ineligible for award in accordance with FAR 5.102(a) (7). PREPROPOSAL CONFERENCE: You are encouraged to attend the Preproposal Conference and Site Visit scheduled for Wednesday, May 29, 2002, at Fort Leonard Wood Missouri at 10:00 a.m. [see the solicitation for exact location.] This conference will provide general information such as how a best value evaluation works at the Kansas City District office, important things to remember for a successful proposal, past performance information, specific Fort Leonard Wood requirements, etc. This conference will also provide specific project information from the Kansas City District, Federal Highway Auth ority, and Missouri Department of Transportation. This specific information will include highlights of the technical requirements, identification of specific areas to watch, as well as an overview of how this project fits in to the grand scheme of things. An organized site visit will follow the conference at 1:00 p.m. Site visits may be arranged separate from this date and time during the period 28 - 31 May 2002 by contacting Jesse Vance at (785) 596-0081.
