Description
The Marine Corps Systems Command has a requirement for (2) Man Portable Air Defense Simulator Systems, (288) Man Portable Air Defense Simulator System Missile Launch Cartridges, and (5) days of personnel support from 8 ? 12 August 2002 at Victorville, California to both operate and train personnel how to operate the simulator systems. This notice is a combined synopsis/solicitation for the Simulator System in accordance with FAR 12.6 for commercial items as defined in FAR Part 2.1, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The subject Request for Proposals (RFPs) incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2001-01 and Defense Acquisition Circular 91-13. Scope: This purchase description establishes the design and performance requirements for the USMC Man Portable Air Defense Simulator Systems and Cartridges. Intended use: The Man Portable Air Defense Simulator System with laser targeting shall be a training tool for Marine Corps aircrews to learn defensive actions against Man Portable Air Defense System (MANPADS) launches while operating any one of the Marine Corps aircraft equipped with an AVR2 for laser detection. Operational effectiveness: Unless otherwise specified, the design, material composition, and manufacturing processes associated with the Man Portable Air Defense Simulator Systems and Cartridges are the prerogative of the offeror. Any resulting product submitted to the government shall fully comply with performance parameters, functional interface requirements, and design characteristics specified herein. The Man Portable Air Defense Simulator System shall: resemble modern MANPADS; operate with a single user; be designed for use against aircraft; enhance realism by enabling aircrews, while flying, to visually identify an individual, on the ground, holding a shoulder-launched weapon system (the simulator system); realistically replicate a MANPADS/Marine Corps aircraft engagement from beginning to end without breakage; simulate several existing MANPADS threats; operate effectively against all types of Marine Corps aircraft (Fixed Wing (FW) and Rotary Wing (RW)); have the ability to set off onboard Marine Corps aircraft laser warning systems (the AVR2); contain a firing tube that houses hero-safe, igniterless cartridges; contain an eye-safe laser system; record real-time, actual audio and video of the simulated engagements for post-mission debriefing and data collection; have a range capability of at least 4,000 meters and be Multiple Integrated Laser Engagement System (MILES) capable; and weigh no more than 30 pounds, enabling one individual to physically carry and operate the complete system within any number of terrains. The Man Portable Air Defense Simulator System Missile Launch Cartridges shall: be hero-safe, environmentally safe, and waterproof; be designed using approved Army formulas that have already been tested for safety and effectiveness; not contain an igniter; emit realistic missile-plume effects large enough for aircrews to visually locate the MANPADS Simulator launch from a distance of at least 4,000 meters; and emit a realistic missile-launch signature, which ascends toward the aircraft. Verification: Unless otherwise specified, the offeror is responsible for the execution of all inspections and certifications related to conformance and performance of the simulator systems and cartridges. The government intends to accomplish limited testing, relying instead upon offeror data to substantiate design quality, manufacturing processes, and performance of the Simulator System. The offeror shall provide evidence of, and warrant conformance and compliance with, applicable standards and practices. The government reserves the right to validate conformance through independent analyses, inspections and/or testing should such action be deemed necessary. Packaging: Best commercial practices. Commercial Warranty: The Man Portable Air Defense Simulator Systems and cartridges shall be warranted to comply with all design and performance criteria established as a result of this specification as incorporated into the offeror's conforming product. Any additional warranty provisions or exclusions shall be clearly stated in the offerors' proposal submission. The Government anticipates issuing a Firm Fixed Price (FFP) commercial contract to the successful offeror. Quantities and period of performance are as follows: CLIN 0001, Man Portable Air Defense Simulator System, Qty 2 each, delivery shall be no later than 25 July 2002. CLIN 0002, Man Portable Air Defense Simulator System Missile Launch Cartridges, Qty 288 each, delivery shall be no later than 25 July 2002. CLIN 0003, Personnel Support, Qty 5 days, delivery shall be 8 ? 12 August 2002. Federal Acquisition Regulation-52.212-1, Instructions to Offerors -Commercial Items: Offerors shall submit a combined technical/business proposal as elements of their offer. An original and three (3) copies of the proposal are required. Offerors may use product literature in their technical proposals; however, any ambiguities noted in the technical capability of the product may have an adverse impact on your evaluation. The proposal shall be specific, detailed, and comprehensive enough to enable technical personnel to make a thorough evaluation of its content. The business matter shall ensure that all elements of the Schedule of Supplies, corresponding tables, and appropriate representations and certifications are completed. Offerors should read the terms and conditions of this solicitation carefully and refer any questions to the Procuring Contract Specialist. Offerors must submit their proposals to reach destination by 3:00 PM Eastern Standard Time (EST), 7 May 2002. Contractors are also requested to provide the following information with their quotes: TIN, NAICS Code, DUNS Number, CAGE Code, Central Contractors Registration (CCR) Expiration Date, Point of Contact (POC), E-mail address, telephone number, fax number, remit-to address, and payment terms. Proposal Content: Operational Effectiveness - Describe your ability to currently meet the performance requirements stated in this purchase description and to deliver the appropriate quantities required herein within the appropriate timeframe. Ensure that your stated response addresses overall product compatibility, as well as any additional parameters not specifically cited in the purchase description. Address any specific commercial, or extended warranty provisions for the resulting product. Provide evidence of product quality, any certifications for use, safety, and reliability, and annotate the references in your proposal. Past Performance - Provide specific examples of favorable recent past performance that illustrates evidence of your ability to produce, deliver, and warrant your product. Ensure the past performance information includes names of technical and contracting officials, telephone numbers, addresses, e-mail, name of the product purchased, quantities, dates of the resulting contract, contract value, contract number and a description of the items procured. Product & Capabilities Demonstration: The government reserves the right to a technical demonstration of the offered product should a competitive range determination be established. The government will conduct this demonstration at the Offerors' locations of choice and offerors will provide the Government with representative sample products. At a minimum, this shall include the following: Capabilities Demonstration, Government Product Review, and Business Discussion. FAR 52.212-2, Evaluation-Commercial Items Offerors: Award shall be made to the responsible offeror whose proposal is the lowest priced, technically acceptable. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations.
