Description
This is a sources sought announcement (not a solicitation announcement) for a small business contractor to provide to IRS over-the-phone interpreter (OPI) services to allow non-English speaking taxpayers the ability to communicate with IRS Tax Resolution Representatives who work in Taxpayer Assistance Centers. The OPI services shall serve to provide better quality service to non-English speaking customers. The primary purpose of the OPI service is to support the need and provide service to taxpayers in languages other than English. Interested small businesses must submit to the contracting officer NLT 5/02/02 a detailed capability statement that they can, with no more than 49% of the work being done by subcontractors, perform the full scope of the work required. The work required includes the contractor providing OPI services in at least 130 languages from 8:00AM Eastern Time to 4:30PM Pacific Time, Monday thru Friday, 52 weeks a year; and, from January thru April 15, also provide Saturday services from 8:00 AM Eastern Time to 12:30PM Pacific Time. The OPI services shall be for up to 475 IRS Taxpayer Assistance Centers located throughout the entire United States, that provide service to over 10 million taxpayers annually. It is estimated that the contract will require up to 3,000 hours per year in OPI services, with an estimated 60% of the OPI service being in Spanish. Also required will be a Service Usage Report on a weekly basis, showing such items as: Location of call origination; Date of call; Time of call; Length of call; Identity of language interpreted; etc. (Vendors and individuals who are interested solely in subcontracting possibilities should not respond to this notice.)
