Description

The Air Force Flight Test Center, Directorate of Contracting, Edwards Air Force Base, California has a requirement for a commercial acquisition for human resources development services in accordance with the format in Federal Acquisition Regulation Subpart 12.6. The solicitation number for this acquisition is F04700-02-R-0001. The Government is currently performing these services and a cost comparison under OMB Circular A-76 will be conducted to determine the most cost-effective mode of operation. A contract will not be awarded if Government performance is determined to be more advantageous. The Human Resource Development (HRD) services include: 1) customer service; 2) education services consisting of counseling, tuition assistance (TA), and Community College of the Air Force (CCAF); 3) training services, to include Nomination/Selection Boards, Surveys and Course Evaluations, Acquisition Professional Development Program (APDP)/Defense Acquisition University (DAU), Training Classes, and Formal Schools; 4) Base Enlisted Specialty Training (BEST) including services and program management; and 5) Support services consisting of Records Management, Test/Examination Management, Marketing, Website Management, Education/Training Management System (ETMS), Data Reports and Analysis, and Classroom Management Services. The base period of performance begins 1 Oct 03 through 30 Sep 04 with a one month transition period (1-30 Sep 03) and 4 one-year options. The NAICS code is 611710 and the size standard for small business is $5 million in annual receipts. An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
