- Description
- The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with ADE Technologies, Inc., of Newton, MA, for acquisition of one (1) Magnetic Field Measurement System (VSM Model 10). The System will be used by the Metallurgy Division at NIST, Gaithersburg, MD, for the investigation of magnetic materials, including multilayer powders, thin films and bulk pieces. In addition, the System will provide a means for applying the large magnetic fields at various angles needed for characterizing the magnetic state of these materials.*****Sole source determination is based on the need for the System to interface with the power supply and control software existing in the laboratory. There is currently in the NIST laboratory a DMS Model 70140 Bipolar Power Supply system with DMS Model 32KP field control. It is computer controlled with overshoot-free field setting capability, and can deliver 140 Amps at 76 Volts into a load of 80 mH, 0.5 ohms. It also possesses a large field sweep rate up to 160 kA/s. In order to fully utilize these capabilities (and maintain its very low noise level (less than 100 microamps and less than 0.2 millivolts) the magnet must be matched with the power and field control systems. The proposed magnetic field system is matched with this power supply. In addition, the proposed magnetic field system possesses a large region of field homogeneity and is capable of being easily rotated 360 degrees so that the large magnetic field may be delivered at virtually any angle. The existing power supply is controlled through software written in the NIST laboratory in Quick Basic, and the proposed Magnetic Field System is also compatible with this software, as it must be. Thus, ADE Technologies, Inc. is uniquely qualified to meet the Government's requirement.***** Delivery shall be FOB Destination, Gaithersburg, MD, and is required within 120 days or less after receipt of order (ARO).*****Installation and training in the laboratory shall be provided. A one-year factory repair Warranty, including parts and labor, shall be included.*****The North American Industry Classification System (NAICS) code for this acquisition is 334519, and the size standard is 500 Employees.*****No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by May 7, 2002, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.*****
