- This is a combined synopsis/solicitation for commercial items prepared with the format in Subpart 12.6. This announcement constitutes the only solicitation; a written solicitation will not be issued. Solicitation No. DTCG23-02-Q-TFE258 is being issued as a Request for Quotation (RFQ). The U.S.C.G. intends to award Firm Fixed Price type contract for the procurement of CISCO brandname Router accessories to the quotation that provides the best overall value to the Government. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-06. The NAICS code is 335999 and the small business size standard is 500 employees. Delivery F.O.B. Destination to the Loran Support Unit, Wildwood, New Jersey, 08260-3232. The Government will award a contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following evaluation factors are listed in descending order of importance; delivery schedule and price. Delivery schedule is significantly more importance than price. The desired delivery schedule is 14 days after receipt of award, and the required delivery schedule is 30 days after receipt of award. SOLICITATION OMBUDSMAN PROGRAM: It is the policy of the Coast Guard to issue solicitations and make contract awards in a fair and timely manner. To further this policy, the Commandant has created the position of Solicitation Ombudsman who is empowered to investigate issues raised by prospective offerors and resolve them where possible, without expensive and time-consuming litigation. Potential quoters who believe that a Coast Guard solicitation is unfair or otherwise defective should first direct their concerns to the cognizant Contracting Officer.
