Description
Contractor shall provide complete design and construction services to build one pair of new boat haul-out finger piers at Group Southwest Harbor, Maine. Finger piers shall be designed to meet load requirements of a 50-ton marine travel lift. Finger piers shall be located adjacent to existing concrete wharf. The construction to be utilized is an optional bid item but shall be either all timber structure or a steel pile/concrete deck structure. Evaluation criteria consist of but are not limited to the following: (1) A Professional Engineer licensed in any state shall complete the pier design. The engineer shall have previously designed waterfront structures of similar construction, and shall produce evidence of previous work with the proposal; (2) Construction shall be undertaken by a company with at least two years specialized experience in marine construction and marine pile driving. Estimated cost range of this project is between $100,000 and $250,000. This project is issued pursuant to the Small Business Competitiveness Demonstration Program, and is unrestricted. The NAICS code is 234990. Solicitation packages to be available on or about 14 May 2002. The date for receipt of proposal is 13 June 2002 at 4:00 pm local time. THE FOLLOWING NOTICE IS PROVIDED AS INFORMATION FOR MINORITY, WOMEN-OWNED, AND DISADVANTAGED BUSINESS ENTERPRISES: The Dept of Transportation (DOT) Office of Small and Disadvantaged Business Utilization (OSDBU) has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, payment and performance bonds up to $1.0 million per contract. The DOT provides an 80% guaranty on the bond amount to a surety against losses. Loans are available under the DOT Short-term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The max. line of credit is $500,000.
