Description
The 38th Engineering Installation Group/PKL, Contracting Division, has a requirement for non-personal services for operations, maintenance, and recurring support services of the Base Telecommunications Switch (BTS), which also include Switchboard Operations, at the US Air Force Academy CO. The proposed contract is for a base period and four option periods totaling approximately 60 months. The Host switch is a Nortel MSL-100 software version MSL-12, equipped with 7738 lines, and wired for 10946 lines. There are 168 city trunks, 48 DSN trunks, 48 FTS 2000 trunks, 48 remote access server trunks, 48 billeting switch tie trunks, 20 MISC trunks. There are three Nortel RTSs. The billeting switch is a Mitel SX2000 equipped with 160 lines and wired for 200. There are 20 Merlin Key System with 1005 telephone instruments and 7 Samsung (DSC) systems with 194 telephone instuments. Also included are a main distribution frame, inside and outside cable plant, ancillary equipment, and customer premise equipment. Foreign participation is permitted only at the subcontracting level. Copies of the solicitation will be provided to foreign firms only in order that they may pursue subcontracting opportunities. All responsible domestic offerors may submit proposals. CBN NOTE 1 applies. For this acquisition, a concern will be considered small under NAICS code 811212 with size standard of $18,000,000.00. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in this solicitation for the described supplies or services. An Acquisition Ombudsman, Colonel Joseph P. Maryeski, Director, Commander's Staff, has been appointed to hear concerns from offerors or potential offerors during proposal development. You should only contact the Ombudsman with issues or problems you cannot satisfactorily resolve with the program manager and/or contracting officer. The Ombudsman role is to hear concerns, issues, and recommendations and communicate these to the appropriate government personnel. The Ombudsman will maintain strict confidentiality if desired. The RFP will be paperless and will be released uning the Electronic Posting System (EPS) via the www (www.eps.gov). The RFP will contain files in MS Word 2000 Version 9.0 and MS Excel 2000.
