- NASA/LaRC plans to issue a Request for Quotation (RFQ) for 1/4 scale X-43B TBCC Configuration (1 each), 1/4 scale X-43B RBCC Configuration (1 each), shipping crate for previous 2 items (1 each for a total of 2), 1/12 scale model of the X-43A and X-43C mounted on a common base (50 each), and 1/32 scale model of the X-43B TBCC and X-43B RBCC mounted on a common base (50 each). This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/LaRC intends to purchase the items from Retro Rocket as the only known source who can meet agency requirements. The models will be used for public outreach. Retro Rocket has already produced X-43 models, they currently have the full numerical geometries for each of these configurations, and already have molds for immediate use. They have mastered both the smaller scale producation of this genre of flight vehicles, as well as larger scale models of the same. As such, Retro Rocket is in a unique position to fabricate additional models in a rapid manner, of high quality, and at a low cost to meet Programmatic requirements. Award to other than Retro Rocket would result in a significant learning curve, significant duplicated costs, repeated activities regarding geometries and molds, and schedule delays. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 26, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
