Description

Contractor shall furnish all labor, materials, equipment, and supervision to manufacture two sections of boom (the #2, mid, and the #3, tip)for a crane located at USCG, ISC Kodiak, Kodiak, ALASKA in accordance with the specifications. Contractor shall be fully insured and bonded for the repair and manufacture of hydraulic crane box-type booms and shall have at least 10 years experience in the repair and manufacture of crane booms. Reverse engineering procedures will be required to identify the original manufacturers procedures, including chemical and strength analysis, to determine appropriate materials to be used in the manufacture of the new boom sections. Contractor is responsible for field verification of all material sizes and quantities necessary for the complete installation of this project before quoting. Written reports / analyses will be required. All work shall be tested by means of Non-Destructive Testing (NDT) and performed by a third party. All work performed by the contractor shall be warranted for parts and labor for 12 months or 1000 operating hours, whichever occurs first. GOVERNMENT FURNISHED MATERIALS: USCG will disassemble the crane boom and prepare for shipment. Test weights will be provided for the re-certification of the crane; a crane operator and a forklift operator will be provided for re-certification / movement of test weights during inspection. Mechanic will be provided to access components not readily accessible. Performance Period is 30 - 45 days. SUBMITTALS DUE UPON AWARD may include but are not limited to: manufacturer's catalogs, standard schedules, performance charts, instructions, brochures, diagrams, etc., in addition to laboratory data, MSDS's, references / qualifications. Lack of adequacy of references shall be at the sole discretion of the government and may constitute grounds for disqualification. CONTRACTOR SHALL COMPLY WITH requirements of: ASME/ANSI B30.5-1997; AWS; American Crane Rebuilder Association Requirements; 29CFR, subpart N, 1926.550; ASTM, CFR, MIL SPEC, FED STD, applicable OSHA regulations and Coast Guard Safety Regulations. ADDITIONAL SPECIFICATIONS / REQUIREMENTS ARE CONTAINED IN STATEMENT OF WORK THAT WILL BE INCLUDED WITH REQUEST FOR QUOTE DOCUMENTS WHEN THEY ARE ISSUED ON APPROXIMATELY March 21, 2002. A SITE VISIT will be held approximately two weeks before quote is due. Location: U.S. Coast Guard, Integrated Support Command, Kodiak, Alaska Estimated price is between $25,000 and $100,000. The proposed contract will be awarded under the Small Business Competitive Demonstration Program. All responsible sources may submit a written quotation, which shall be considered.
