Description
The Division of Acquisition Management has a requirement for the Office of Women?s Health/Office of Public Health and Science to develop a training curriculum geared towards the training of community women in the area of cardiovascular disease, risk factors, prevention, intervention and early detection. The developed educational efforts would be targeted to African American, Latina and Hispanic women. The Contractor shall develop and field test in four sites a curriculum providing information on cardiovascular risk factors, and developing and using interventions appropriate to the stage of behavior change, as assessed through the Transtheoretical model of Behavior change which will produce the foundation of the project. The Contractor shall consider the collaborators and the regional and geographic differences along with language and linguistic variations, and develop the curriculum in English at a 6 to 8 grade reading level and a Spanish curriculum within a comparable reading level. The Contractor shall provide 6 months for curriculum development, community recruitment and training: 1) Curriculum development shall be in collaboration among the four partnering entities with assignments for material to be included in the curriculum manual in equitable portions depending on the area of expertise of each collaborative; 2) the Contractor shall solicit women?s viewpoints and suggest prevention, risk and early detection; 3) the Contractor shall complete the training curriculum and develop training material in English and Spanish; 4) the community women to be trained shall be recruited through the service delivery projects established at each of the collaborative sites and through written publications and ?word of mouth? with in the community; 5) the Contractor shall ensure that the trained Women Community Educators (WCE) provide weekly seminars, speaking engagements, one on one?s and tabling and information dissemination, with in their designated community. The educational sessions with community women should be provided in a variety of settings including homes Hair salons, Laundromats, Nail Parlors, Churches, mosques, Bodegas, Senior Centers, Parks, recreational areas, apartment complex community rooms, detox centers, mobile health vans, and community health centers. The Contractor shall ensure that the WCE act as advocates in making sure women are referred to appropriate service delivery sites; 6) the Contractor shall ensure that WCEs are dispersed in pairs to their designated sites to deliver information on CVD risk factors, prevention and intervention in using predetermined scripts using material developed and designated for their audience; 7) the Contractor shall conduct Pre- and Post -test to determine the knowledge and skill level of the audience said material. The process shall follow a set of criteria, which will maintain the integrity and of the material while supporting a culturally sensitive environment; 8) the Contractor shall ensure that the WCE maintain appropriate boundaries, reviewing accomplishments and challenges and maintaining project goals; 9) the Contractor shall provide for the collection of Statistical / Demographic at each site of information distribution. The Contractor shall conduct a multifaceted evaluation process. Evaluation methods shall be embedded into the program design to measure the success of program. The Contractor shall ensure that context, process, and outcome are evaluated. Context shall involve documenting events or changes occurring in the project setting beyond those attributable to the project to determine if these changes affect outcome. Through process evaluation, extent, fidelity, and quality of intervention implementation shall be determined, e.g. ?Was the program implemented as planned and did it meet its objectives?? Recruitment, enrollment, participation and patient satisfaction shall be assessed at each session. The quality and scope of the collaboration between the project, the community, the clinics and the health providers shall also be assessed. Since this is a feasibility study, process evaluation shall be the focus of measurement to understand the model as it is developed. Outcome evaluation shall include evaluation of targeted audiences (e.g., knowledge, and health beliefs) and participant behavior change assessment pre and post education session. The Contractor shall consider the following evaluation tools in implementing this task: Focus Groups: In planning for community programs, it is prudent to assess whether or not that community will be receptive to the program and to determine if there are certain elements might be identified by the community for incorporation into the program. Focus groups will be used for this purpose. Goals and Objectives: Ongoing review of targeted goals and objectives will be conducted to ensure timeliness and content completion. Statistics: A number of statistics related to the program will be compiled and used to monitor success. Surveys: Program participants will be asked to provide feedback regarding their perceptions of the program content. Pre/Post-Testing: Because health education is the key component across programs, it is important to determine if knowledge is being imparted. Pre-tests will help measure the level of knowledge about a given program topic before the program occurs, and a post-test will help measure if a program has been effective in meeting its teaching goals. Budget Compliance: Ongoing budget monitoring will take place to ensure the Center operates with its designated budget and to evaluate efficiency indicators such as cost per participant. This effort will take the collaboration of three (3) National Centers of Excellence in Women?s Health Centers and one (1) National Community Center of Excellence in Women?s Health Center. They are: Harvard University; University of Puerto Rico; Tulane and Xavier Universities of Louisiana and St. Barnabas Hospital and Healthcare System. The Government intends to make four (4) one-year awards utilizing, FAR Part 13, Simplified Acquisition Procedures. This proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only the four (4) sources above, under the authority of FAR 13.106-1(b). Interested persons may identify, in writing, their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
