Description
The Division of Acquisition Management has a requirement for the Office of Women?s Health/Office of Public Health and Science to develop a project focusing on violence prevention, assessment and intervention services for adolescent girls and women. The Contractor shall devise ways to assist teens in recognizing the warning signs and effects of dating violence and how to avoid becoming victims. The Contractor shall collaborate with area organizations that serve teens including the public high schools and community adolescent programs. More specifically, the Contractor shall: 1) Assess attitudes about violence in relationships using a focus group or questionnaire; 2) Identify or develop teaching tools about healthy relationship development, (Curriculum, video, assessment tools, brochure), this may include a peer-to-peer advocacy model and; 3) Provide learning opportunities for adolescents through high schools and community-based organizations in the service area. The Contractor shall identify women who are experiencing domestic and/or family violence, with an emphasis on improving the patient/doctor relationship. Additionally, the Contractor shall devise ways to increase the capacity of health care staff to effectively provide appropriate information, referrals, and direct linkages to interventions. More specifically, the Contractor shall: 1) Identify and/or establish a curriculum for providers regarding specific issues of violence against women in the service area, appropriate assessment skills and referral practices. The curriculum will focus on learning experiences that include workshops and self-tutorial tools; 2) Offer learning opportunities/workshops/in-services for providers serving the target population with local and national experts; 3) Review and enhance existing referral systems to provide linkages to interventions; 4) Develop or identify a resource guide/pamphlet/brochure for providers and for women about intervention resources available in the community and; 5) Develop a plan for implementation of a universal screening program with an initial emphasis on pregnant women. More specifically, the Contractor shall serve as the central organization for planning, development and implementation of the Safe@home project. This will include: 1) Facilitating the project?s advisory group, 2) Working with community providers who serve adolescents to offer health relationship workshops, 3) Implementing the provider training within NEON?s five health centers, and 4) Seeking opportunities to offer training opportunities for other community providers. This effort will take the collaboration of two (2) National Centers of Excellence in Women?s Health Centers and one (1) National Community Center of Excellence in Women?s Health Center. They are: University of Pennsylvania; University of Michigan and; NorthEast Ohio Neighborhood Health Services. The Government intends to make Three (3) one-year awards utilizing, FAR Part 13, Simplified Acquisition Procedures. This proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only the three (3) sources above, under the authority of FAR 13.106-1(b). Interested persons may identify, in writing, their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
