- The Division of Acquisition Management has a requirement for the Office of Women?s Health/Office of Public Health and Science to develop educational tools (culturally and linguistically relevant to Hispanic women of Mexican descent) on menopause for Promotora or Lay Health Educator delivery through home visits or to small groups. The Contractor shall develop curricula on each of the following topics: 1) What menopause is: How it happens; What to expect; Surgical Menopause; 2) What to expect to happen as you approach menopause: Hot Flashes; Vaginal Urinary Tract Changes; Impact on Sex; 3) Menopause and Mental Health; 4) Long term effect of menopause: Osteoporosis; Cardiovascular Disease; 5) Managing menopause: Hormone Replacement Therapy; Drawbacks of HRT; Other Risks; 6) Keeping healthy: Nutrition; Exercise; Botanicals; Natural approaches to managing menopause; 7) Menopause and Culture Context; 8) Incontinence: Why?, Managing Incontinence; 9) Embracing Menopause. Additionally, the Contractor shall develop materials on these topics including didactic tools to be used by Promotoras; Photo ?Noevelas?; video presentations, self ?assessment tools; and tools to enhance clinical visits with providers. The materials shall be developed in a manner that is culturally and linguistically relevant. The materials shall be geared towards Spanish speaking, Hispanic women (of Mexican descent), aged 35 to 65. The Contractor also shall pilot the materials among targeted women and refine the materials based on feedback from the pilot process. This effort will take the collaboration of three (3) National Centers of Excellence in Women?s Health Centers and one (1) National Community Center of Excellence in Women?s Health Center. They are: University of California at Los Angeles; University of San Francisco; University of Washington, Seattle; and Mariposa Community Health Center. The Government intends to make four (4) one-year awards utilizing, FAR Part 13, Simplified Acquisition Procedures. This proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only the four (4) sources above, under the authority of FAR 13.106-1(b). Interested persons may identify, in writing, their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
