Description
SOURCES SOUGHT--MARKET SURVEY SYNOPSIS The Federal Aviation Administration (FAA) has a requirement for FAA flight crew training as required by FAA Order 4040.9D, revision 16. The FAA is looking for additional sources that have similar fully developed courses that the FAA could review to see if they would be acceptable to meet FAA flight crew training requirements. The current training is being provided by Geis-Alvarado, Inc., providing four courses which are proprietary to Geis-Alvarado and cannot be released outside the FAA. The courses are; Flight Safety Officer Initial Training, course number 12060--24 hours, Flight Safety Officer Recurrent Training, course number 12061--16 hours, Crew Resource Management (Initial), course number 12062--16 hours, and Crew Resource Management (Recurrent)--16 hours. Geis-Alvarado, Inc., developed these courses and all class room materials, and has proprietary right to the course work documentation. The current estimated yearly requirements are estimated to be one class of! either Courses 12060 or 12061, five classes of Course 12062, and fifteen classes of Course 12063. Each class will have a maximum of 24 students per class. Classes 12060 and 12061 are taught in the FAA Headquarters local area and classes 12062 and 12063 will be provided at the FAA Academy Training Facility in Oklahoma City, Oklahoma. Contractor instructors are required to provide the required training. To be considered as a potential source for the requirements above, the FAA will require two copies of the proposed courseware, including but not necessarily limited to, student workbooks, printed material, case studies, graphics, and a list of audio/visual aids, video segments, and other training aids and /or materials to be used for each course. Course materials shall cover the purpose, course content, and learning outcomes for each course and attach Training Course Outlines. The proposed course materials submitted shall be evaluated to see if it conforms to and would! be applicable to FAA flight program operations, policies, procedures, and published orders, and demonstrate the contractor's knowledge of the FAA flight program. The FAA will also want to see the resumes of the instructors that teach the contractor's courses. The FAA requires instructors that have been employed by the contractor for at least the previous 5-year period. No subcontractors or substitute instructors may be used for course delivery. Instructors used for course presentation must be currently engaged to instruct or have been instructing during the previous calendar year at an accredited university conducting an established matrix of aviation safety management and human factors/crew resource management courses. Instructors must hold a post-graduate degree and have university experience at the associate or assistant professor level spanning at least the previous 10-year period. The information provided will be used by the contracting officer to determine if! this requirement is to be acquired using single source or competitive procedures. Only firms that provide written response with documentation that can be confirmed by a third party as to the facilities and history of providing similar courses will be included in the bidders mailing list. Submissions will not be returned by the FAA, any firm wanting their information returned after evaluation, shall include a return overnight authorization with your submission, if not the information will be filed in the official contract file. All firms responding shall need to include information on business size (such as, Small, large, 8(a), Small disadvantaged, small woman owned, or veteran owned small business, or SEDB), the applicable NAICS for this action is 541690, size standard is $5 million. Contract Documentation shall be provided no later than May 10, 2002 to be considered. Statements that offeror will have or will comply with will not be acceptable.
