- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This annoucement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (Ii) Solicitation Number DTMA1Q02028 is issued as a request for quote (RFQ). (iii) This solicitation document and the incorporated provision and clauses are those in effect through Federal Acquisition Circular 97-25. (iv) This is a small business set-aside. The associated NAICS code is 561612 and small business size standard is $9 million. (v) Offerors are to submit a fixed price for each of the following periods: CLIN 0001 Guard Services for period May 13, 2002 - August 31, 2002 CLIN 0002: Option month Sept. 1 - Sept. 30, 2002 CLIN 0003 Option month Oct. 1 - Oct 31, 2002 CLIN 0004 Option month Nov. 1 - Nov. 30, 2002 CLIN 0005 Option month Dec. 1 - Dec. 31, 2002 CLIN 0006 Option month Jan. 1 - Jan. 31, 2003 CLIN 0007 Option month Feb. 1 - Feb.28, 2003 (vi) The contractor shall provide security services at the former Fore River Shipyard located at 115 East Howard Street, Quincy, Massachusetts. No industrial activity is occuring at the facility. The facilities encompass approximately 100 acres of industrial facilities, drydocks and other shipyard buildings and equipment. The contractor shall proide security services to protect the facillity and equipment and will have use of one guard facility. The contractor shall ensure that all buildings located on the property are secure, especially the Administrative Building through inspection regular rounds. The contractor shall control the access of visitors to the facility. The contractor shall maintain a log of all visitors allowed access to the facility. The contractor shall obtain permission from the Maritime Administration Program Manager prior to allowing unauthorized individuals access to the facility. The contractor shall escort all authorized individuals while such visitors are on the facility. The contractor shall procure and maintain phone services to the guard facility throufh the life of the contract. The following services shall be provided, effective at 7:00 a.m. May 13, 2002: Provide two Security Guards, 7:00 a.m. - 11:00 p.m., Monday through Friday Peovide two Security Guards, 7:00 a.m. - 3:00 p.m., Sunday Provide one Security Guard from 11:00 p.m. - 7:00 a.m., Monday through Saturday Provide one Security Guard 3:00 p.m. - 11:00 p.m. Saturday, and all day Sunday Provide one Security Vehicle to facilitate patrol of the facility The period of performance shall run from May 13, through August 31, 2002, with up to six, one-month options following. (vii) Contractor shall begin services May 13, 2002 at the above mentioned facilities. (VIII) Provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. (ix) Provision at 52.212-2, Evaluation-Commercial Items, will be used. MARAD will select for award the technically acceptable and responsible firm who offers the lowest evaluated price. The evaluated price is the sum of prices for CLINs 0001 through 0007. (x) Offerors are to include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications- Commercial Items, with its offer. (xi) Clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. With respect to 52.217-9, the Government may exercise an option within two days and shall notify the contractor of its intent to exercise an option within ten days. (xiv) The Defense Priorities and Allocations System (DPAS) is not applicable. (xv) No Commerce Business Daily notes apply.
