Description
DTCG02-Q-643083-TEMPORARY REPAIRS TO TUNNEL AT USCG LORAN STATION PORT CLARENCE, ALASKA. Provide all materials, equipment and transportation to perform the repair work on a 1,800-foot tunnel (passage way) connecting the Station building to the transmitter building located at U. S. Coast Guard LORAN Station, Port Clarence, Alaska. The tunnel cross section is approximately 4 ft. wide and 8 ft. high, constructed with 2in X 4 in stud walls with no insulation. The interior walls are covered with panel board and exterior walls with asbestos cement panels. The tunnel is supported on timber foundation 4 in X 12 in X 12 ft every 10 ft on compacted gravel. The tunnel is anchored with one-quarter inch guy cables and turn buckles to the timber foundation on both sides of the tunnel at 10 ft intervals. Work includes, but is not limited to reattaching eye bolts and guy cables; caulking small cracks and openings; larger cracks and openings may require exterior plywood to cover; replace damaged/rotted foundation timbers; paint exterior wall repairs and installation of molding over joints. Port Clarence, Alaska is approximately 75 miles north of Nome, Alaska. THERE ARE NO ROADS TO LORAN STATION PORT CLARENCE. Commercial aircraft or charter boat from Nome, Alaska can access the station. All repair work must be completed within six weeks after issuance of notice to proceed. All work shall be completed in accordance with the Scope of Work and drawings. The estimated cost range for this project is between $25,000 and $100,000. The work required by this solicitation is identified as North American Industry Classification System (NAICS) #234120 and the applicable size standard is $17.5 million dollars in annual receipts for the past three years. This procurement is issued pursuant to the Small Business Competitiveness Demonstration Program, Public Law 100-656, as implemented by the OFPP Policy Directive and Test Plan dated 8/31/89. This is not a small business set-aside. All responsible sources may submit a quote, which shall be considered by the U. S. Coast Guard. Requests for quotation packages must be submitted and received by this office no later than May 8, 2002. For Minority, Woman-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist minority, women owned and disadvantaged business enterprises to acquire short-term working capital assistance for transportation-related contracts. This is applicable to any eligible prime or subcontractor at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract. The DOT provides an 80% guarantee of the bid bond amount to a surety against losses. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000. Quotations must be submitted to this office by the close of business May 22, 2002.
