- This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Therefore, this synopsis shall serve as a request for quotation, numbered F25600-02-T-0051. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-06. This requirement is 100% set aside for small business. The North American Industry Classification System (NAICS) code for this acquisition is 334419 and the small business size standard is 500 employees. The government intends to issue a purchase order for: CLIN 0001 Radome QTY 3 EACH. The Government's minimum requirements are: 1. Three spherical radomes with a minimum 16 foot inside height, 18 foot diameter at the base, and no more than 22 foot outside diameter at the widest point. 2. Each radome must be capable of passing the required frequencies in the 20 to 50 GHz range at less than 2.5db loss. 3. Each radome must incorporate a lightning protection system. 4. Each radome must incorporate an internal heater. 5. Each radome must incorporate a rain and ice repellant coating. 6. Each radome must incorporate a personnel access hatch. 7. Each radome must incorporate a large equipment door at least 10 feet wide by 8 feet high. CLIN 0002 INSTALLATION: Offeror must include installation by the vendor at each of three sites: Travis AFB CA (QTY 1 EACH), Tinker AFB OK (QTY 1 EACH), and Patuxent NAS MD (QTY 1 EACH). CLIN 0003 TRAVEL: Include travel and expenses for radome technician at each site. Customer to provide civil works, crane and site access for five (5) days. The Government will award a contract resulting from this combined synopsis/solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous (best value) to the Government, price and other factors considered. The following factors with their relative importance shall be used to evaluate offers: a.) Technical Approach. The offeror must meet the minimum requirements and completely detail how he intends to fulfill the requirement. It's not sufficient to just provide a price for Clin 0001. b.) Past Performance. The offeror shall describe their recent and relevant experience. Describe two or three current projects from the last three years that are similar/relevant to the requirement described above. Request you include contract amounts, period of performance, and project points of contact with telephone numbers. (c) Price. The offeror shall provide pricing that corresponds with the Contract Line Item Number (CLIN) Schedule above. Please provide a price breakdown for each CLIN. We anticipate the resultant purchase order will be firm fixed price. Technical approach and past performance are equal in evaluation and price is lower. Please acknowledge all requirements on quotation. Please indicate FOB destination on quote. Offerors are advised that the Government may select other than the lowest priced offer, if the added benefit of the higher rated proposal is deemed more advantageous to the Government. The following Provisions/Clauses apply to this acquisition: FAR 52.212-1, Instructions to Offerors-Commercial Items; FAR 52.212-4, Contract Terms and Conditions-Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes of Executive Orders-Commercial Items (which includes: 52.222-26, Equal Opportunity (E.O. 11246); 52.222-35, Affirmative Action for Special Disabled and Vietnam Era Veterans (38 U.S.C. 4212); 52.222-36, Affirmative Action for Handicapped Workers (29 U.S.C. 793); 52.222-37, Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era (38 U.S.C. 4212); 52.222-41, Service Contract Act of 1965, As Amended (41 U.S.C. 351, et seq.) (Applicable to Service Contracts only); 52.222-42, Statement of Equivalent Rates for Federal Hires (29 U.S.C. 206 and 41 U.S.C. 351, et seq.) (Applicable to Service Contracts only)). Offeror shall include a complete copy of the provisions of FAR 52.212-3, Offeror's Representations and Certifications-Commercial Items with their offer. DFAR 252.204-7004, Required Central Contractor Registration applies. Awards cannot be made to contractors who are not registered in the Central Contractor Registration at time of award. Offers are due no later than close of business 8 May 2002 and quotes must be valid for 30 calendar days after close of solicitation.
