- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: quotations are being requested and a written solicitation will not be issued. This solicitation F26600-02-QA027 is issued as a Request for Quotation (RFQ) in accordance with Federal Acquisition Regulation (FAR) Part 13. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-04. This is a 100% small business set-aside. The Standard Industry Classification System (SIC) for this solicitation is 5941 and the North American Industry Classification System (NAICS) is 451110. Based on the Standard Size for a small business it is $6.0 million or less average, annual gross revenue for the last 3 fiscal years. The item description is as follows: Clin 0001: T-Shirt, Short Sleeve, Color: Ash, Fruit of the Loom, Style 5930 (or equal), Salient Characteristics: 50/50 Cotton/Polyester blend, Weight: approx. 5.0 ounces, caped shoulder to shoulder, double needle sleeve. Shirt shall include red Chinese horse head print outlined in black over the front left breast, with ?820th Red Horse? in black lettering (see Attachment 2). The ?Steroid Charlie? graphic (see Attachment 4) shall be placed on the back of the T-shirt. Clin 0002: Shorts, elastic and drawstring waistband, 6 inch leg length, Color: black, Russell, Style 15714MK (or equal). Salient Characteristics: 100% cotton, medium weight, approx. 6.0 ounces, single knit. Shorts shall include red Chinese horse head print outlined in black on the front left leg, positioned 6 inches from the bottom of the short leg with ?820th Red Horse? in white lettering printed below the horse head (see Attachment 3). Clin 0003: Sweatshirt, pullover, with hood and muff front hand pockets, Color: Oxford, Russell, Style 69509MO (or equal). Salient Characteristics: 50/50 Cotton/Polyester, premium weight, full length set in sleeve, fully covered seam, rib knit waist, cuff and spandex waistband. Sweat shirt shall include red Chinese horse head print outlined in black over the front left breast, with ?820th Red Horse? in red lettering printed below the horse head. Clin 0004: Sweat pants, tunnel elastic waistband with drawstring and elastic ankles, Color: Oxford, Russell, Style: 69609MO (or equal). Salient Characteristics: 50/50 cotton/poly-fleece. Sweat pants shall include red Chinese horse head print outlined in black on the front left leg positioned 12 inches below the top of the waistband with ?820th Red Horse? in red lettering printed below the horse head. The dimensions of the graphic designs mentioned above are as follows: The red Chinese horse head print outlined in black shall be 2 ? inches long by 2 ? inches wide on each article of clothing (see Attachments 2, 3 and 4) and the ?Steroid Charlie? graphic shall be 11 inches long by 11 inches wide (see Attachment 5). The Government anticipates award no later than 10 May 02. Items shall be delivered by 03 June 2002, FOB Destination to Nellis Air Force Base, Nevada, 89191. The entire solicitation, including: Offeror Representations and Certifications (Attachment 1), Clin 0001 Graphic Design (Attachment 2), Clin 0002 Graphic Design (Attachment 3) ?Steroid Charlie? Graphic Design (Attachment 4), Sizes and Quantities (Attachment 5) and Past Performance Questionnaire (Attachment 6), will be released on the Federal Government Electronic Posting Systems (EPS) site, http://eps.gov. Amendments will be posted on the affected solicitation page EPS site. It is the offeror?s responsibility to monitor this site for the release of amendments (if any). The following provisions and clauses can be viewed through Internet access at Air Force FAR Site, http://farsite.hill.af.mil. The following clauses and/or provisions apply to this solicitation: FAR 52.212-1, Instructions to Offerors?Commercial Items, with the following technical description in sufficient detail to evaluate compliance with the requirements of the solicitation, the terms of any expressed warranty, price and any discount, and delivery times; FAR 52.212-2 Evaluation?Commercial Items, Award will be made to the responsible, responsive offeror whose offer conforming to the solicitation will be most advantageous and result in the best value to the Government considering past performance, price, and technical specifications. Offerors must submit with their Request for Quote a sample of the following silk screened graphic designs: Clin 0001 Short Sleeve T-Shirt, ?Chinese Horse Head with Black Lettering? (See Attachment 2) and Clin 0001 short sleeve T-Shirt, ?Steroid Charlie Horse? (See Attachment 5). Samples shall be submitted at no expense to the Government, and returned at the sender?s request and expense. Offerors who do not want samples returned should send disposition instructions. Offerors must include with their proposal graphic design samples along with a completed copy of the provisions at 52.212-3, Offeror Representations and Certifications?Commercial Items, and Past Performance Reference List (a minimum of three references), which is an attachment to this solicitation. Offerors who fail to complete and submit Representation and Certification, Past Performance Reference List and Graphic Design Sample data may be considered non-responsive. For solicitations issued after 1 Jun 98 all contractors are required to be registered in the Central Contractors Registration (CCR). If not already registered, you should immediately register with CCR by calling 1-888-227-2423 or via the Internet at http://www.ccr2000.com. Contractors are required to have a Dun & Bradstreet number (DUNS) in order to be registered in the CCR database. Lack of registration may make an offeror ineligible for award. A contractor can receive a DUNS number by calling Dun & Bradstreet at (800) 333-0505. Internet registration takes approximately 72 hours. Mail-in registration takes approximately 30 days.
