- Description
- A. The Air Force intends to release a draft Request for proposal (RFP) in late May 2002 for the repair and overhaul of 1620 stock class landing gear and related components. The final RFP is planned for release in late Jun 2002 with an estimated closing date of 31 July 2002. This acquisition will consists of a one year contract with six one-year options. The title of this procurement will be Small Frame Aircraft Landing Gear Overhaul Repair Services. B. The major components for repair include nose and main landing gear strut assemblies, oleos, valves, cylinders, pistons, truck assemblies, torque arms, and axles applicable for the aircraft: A-37, T-37 and F-5. C. This requirement will be solicited as a Small Business Set Aside using best value approach. Contract Award decisions will be made after impartial evaluation of all factors, including Technical and Past Performance. While price will be a factor, the final contract award decision will be based upon an evaluation of proposals as detailed in the solicitation. An award will be made on an all or nothing basis. D. The Minimum Mandatory Requirements (MMR) for this effort reflect the United States governments minimum needs and are the lowest threshold acceptable. Failure to comply with the MMR will cause the proposal to be rejected. 1. The contr4actor must be able to begin performance of funded requirement 65 calendar days after contract award. Furthermore, the contractor must be able to begin delivery of assets 105 calendar days after contract award. 2. The contractor must have a minimum of 10,000 man hours experience in the repair and overhaul of hydraulic compo9nents, and a minimum of 80,000 man hours experience in the repair and overhaul of landing gear components within the last five years. 3. Engineering and other key personnel shall be familiar with landing gear overhaul. They shall be able to communicate in English with Air Force personnel verbally and in writing. Technical personnel shall be able to interpret engineering and technical data written in English. The contractor shall be able to perform the contract requirements from data provided in English. E. A pre-solicitation conference was held at Hill AFB on 31 Jan 2002 to discuss the solicitation effort, however the requirement has sinc e been split into two separate solicitations. (1) Small frame aircraft: A-37, T-37 and F-5. (A Small Business Set Aside (SBSA)) and (2) Large frame aircraft: C-130, KC-135A, KC-135R and E3A. (Full and open competition regardless of business size). F.
