Description
NA On or about 8 May 2002, this office will issue Request for Proposals for the design and construction of REPLACE FAMILY HOUSING, PHASE 1 (FY 02) & PHASE 2 (FY 03), FXBM 994502, ELLSWORTH AFB, SOUTH DAKOTA. Proposals will be received on or about 19 June 200 2. This solicitation is unrestricted and open to both large and small business participation. A site visit and pre-proposal conference is scheduled for 22 May 2002 at the proposed Construction Site at 9:00 a.m. (local time). Location of the site visit and pre-proposal conference will be established by the solicitation. All contractors must contac t the Ellsworth AFB Resident Office (CENWO-CD-BH-E), U.S. Army Corps of Engineers, P.O. Box 669, Box Elder, South Dakota 57719, Telephone: (605) 923-2983 or Fax: (605) 923-2558 minimum 5 work days in advance of scheduled site visit and pre-proposal confere nce date to coordinate access to the base. DO NOT submit requests for proposal documents to the site visit personnel listed above. See Ordering below. ______________________________________________________________________________ The work will include the following: (Approx. quantities) Design and Construction of the Replace Family Housing. The Replace Family Housing (Phase 1) - FY 02 includes all work required to provide 78 Junior Enlisted Housing Units, demolition of 78 existing housing units, and associated site work and utility improvements. Of the 78 units, 38 are 3-bedroom units and 40 are 4-bedroom units. The housing units are generally two-story units except for handicapped accessible units. Of the 78 housing units, four will be handicapped accessible. Units will have basements, except for handicapped accessible units. Units will inc lude 1-car garages with service doors from the garage to the backyard. The exterior materials include painted fiber cement siding, clad wood windows, and pre-finished soffits and trim. The roofing will be asphalt shingles with gutter and downspouts. The fa cility will require HVAC, Electrical, and Communications. Construction of the housing units will require demolition of existing housing units, site demolition, utility connections/relocation and /or replacement. Also included in the project are double widt h driveways, playgrounds, sidewalks, porches, backyard fencing and landscaping. Utility improvements generally include new natural gas mains, water mains, and electrical lines with new service to each unit. New lateral sanitary sewer lines from each unit w ill tie into an existing sanitary sewer main. The Replace Family Housing (Phase 2) - FY 03, will be a bid option. Phase 2 (FY 03) includes 22 Junior Enlisted 3 - Bedroom Units, demolition of 22 existing units, and associated site work and utility improvem ents. Proposal Evaluation and Award: Proposals will be submitted and evaluated based on the best value approach considering technical evaluation factors and price and technically acceptable requirements specified in RFP section PROPOSAL SUBMISSION REQUIREMENTS A ND INSTRUCTIONS. An adjectival method of evaluation will be used to evaluate the technical evaluation factors. The technical evaluations factors include: Technical Data (Construction Materials, Products, Equipment and Systems); Offeror's Experience, Past P erformance and Personnel; Project Management (of which Schedule is a part); and Utilization of Small Business Concerns. Price will be comparatively evaluated for reasonableness and realism. All evaluation factors other than Price, when combined, are appr oximately equal to the Price evaluation. The estimated design and construction cost for this project is between $15,000,000 and $17,000,000. _______________________________________________________________________________ Contractor's Quality Control will be a requirement in this contract. Large business concerns submitting bids for services exceeding $500,000 or for construction exceeding $1,000,000, shall comply with Federal Acquisition Regula tion 52.219-9 regarding the requirement for a subcontracting plan. The U.S. Army Corps of Engineers considers the following goals reasonable and achievable for fiscal year 2002: (a) Small Business: 61.4% of planned subcontracting dollars. (b) Small Disadvantaged Business: 9.1% of planned subcontracting dollars*. (c) Women Owned Small Business: 5.0% of planned subcontracting dollars*. (d) Severely Disabled Veterans 3.0% of planned subcontracting dollars*. (e) Hubzones 3.0% of planned subcontracting dollars*. *- Small business concerns owned and controlled by. The Contractor will be required to commence work within 10 days after notice to proceed and complete the work within the schedule proposed by the offeror. Schedule will be evaluated against a 485 day suggested duration for Phase 1 and a 330 day suggested duration for Phase 2 including design, design reviews, and construction completion. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. The proposal documents are available on Compact Disk (CD-ROM) and will be provided free of charge. It has been determined that the number of Compact Disks be limited to one (1) per firm. Proposal documents will not be provided in a printed hard copy format .
