Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with FAR Part 12.6 and supplemented with additional information as included in this notice. This announcement constitutes the solicitation; proposals are due May 16, 2002, 2:00PM. This solicitation document incorporate provisions and clauses governed by FAC 97-22. This solicitation is advertised for full and open competition on an 100% small business set-aside. The North American Industrial Classification System Code is 115310. Proposals are requested for Solicitation 601812Q368. The Statement of Work consists of but is not limited to the contractor providing all labor, tools, parts, equipment and transportation necessary to remove woody vegetation ranging from trees, shrubs, saplings, and brush by grinding, chipping, and chopping. This work needs to be accomplished in order to create firebreaks that will be used for the prevention, control and suppression of wildfires at the J. Clark Salyer National Wildlife Refuge in Upham North Dakota. All work shall start by July 01, 2002 and conclude by not later than September 30, 2002. The specific site work details include but is not limited to the size of the areas to be cleared, which will be coordinated with the Service (On-Site Government) representative prior to the start of work each day. However, at no point will the Government supervise and/or manage any of the contractor's employees. Due to the location and amount of work varying from day to day area maps will not be provided. If an offeror has a specific question as to the landscape of the area or would like to visit the job site, please contact Mr. Gary Erickson at (701) 768-2548. In order to prevent the disturbance of natural and/or wildlife vegetation, soil disturbances on the work site shall be kept to a minimum. As such, the use of heavy equipment (i.e. bulldozers, shear blades, and most tracked and skid-steer equipment) will be strictly prohibited. The minimum equipment needed will be a four wheel drive by-directional type tractor or equivalent with a minimum one hundred and fifteen (115) horse power with tree chopper or equivalent with a minimum width of 7.5 foot or equal. Work will be performed at the J. Clark Salyer National Wildlife Refuge in Upham, North Dakota and the Volk Waterfowl Production area located in Rolette County, North Dakota. The successful contractor will be provided a map of the areas where firebreaks will be created. Interested businesses shall include the information at FAR 52.212-3 (Offeror Representation and Certifications for Commercial Items) with their DUNS, and Tax Identification Numbers and be Electronic Funds Transfer compliant. FAR 52.212-1, FAR 52.212-4, and FAR 52.212-5 applies to this acquisition. Offerors must acquaint themselves with the regulations concerning Commercial Item acquisition contained in FAR Part 12. Offerors not in possession of the referenced clauses in text may obtain them at FAR Part 12 or via website at www.arnet.gov. The Department of Labor Wage Determination 94-2407, Revision No. 16, dated April 05, 2002 for North Dakota applies to this solicitation. This Wage Determination can be accessed through www.servicecontract.fedworld.gov. Evaluation and award will be made in accordance with FAR 52.212-2. The Government will award a purchase order resulting from this combined synopsis/solicitation to the responsible offeror whose offer conforming to the solicitation is the most advantageous to the Government based upon price. All responsible sources are invited to express their interest to this solicitation. Responses to Solicitation 601812Q368 are due not later than May 16, 2002, 2:00 PM. Offerors are encouraged to submit a proposal to perform all work on an hourly basis with an estimated quantity of not to exceed eight-hundred (800) hours.
