? General: The National Park Service, Department of Interior, is soliciting proposals for 8(a) construction firms having the capability to perform the work described below. This solicitation will be issued electronically, on the Department of Interior's National Business Center (NBC) web site, at http://ideasec.nbc.gov Paper copies of this solicitation will not be made available. Prospective offerors desiring to conduct business with DOI are requested to register at the National Business Center. Proposal documents will be available in Microsoft Word, HTML and Adobe PDF, Specifications will be available in Adobe PDF format, and drawings will be available in TIFF format. Offerors wishing to receive electronic notification of changes will need to register to receive notification of this specific solicitation at http://ideasec.nbc.gov. This service is provided for convenience only and does not serve as a guarantee of notification. Proposed Issue Date: May 09, 2002 ? Title of Project: Rehabilitation/Replace Deficient Guardrail Description: The work of this contract consists of the general construction of guardrail replacement along the Blue Ridge Parkway Type of Procurement: A negotiated firm-fixed price contract will be awarded requiring submission of both a technical and a price proposal. The government will consider an offeror's technical capability in comparison to its price, with greater emphasis given to an offeror's technical capability, and will then select the contractor whose proposal represents the best value to the government. The technical capability criteria, listed in descending order of importance, are as follows: 1. Demonstrate prior experience installing steel-backed timber guardrail. Provide specific examples, with photographs, of current or recent projects. Must provide client names, addresses, and name of person to contact for these projects. Describe the approach for the removal of the old guardrail and installation of the new guardrail system. This shall include temporary traffic control, surveying and staking, methods used to achieve a smooth vertical and horizontal alignment of the posts and rail, methods of reconditioning shoulders and ditches, placement of aggregate-topsoil, and seeding, type of equipment to be used, scheduling work, and completion of work. (30%) 2. Demonstrate prior experience installing any other type of guardrail. Provide specific examples, with photographs, of projects successfully completed. Must provide client names, addresses, and name of person to contact for these projects. Describe the approach for the removal of the old guardrail and installation of the new guardrail system. This shall include temporary traffic control, surveying and staking, methods used to achieve a smooth vertical and horizontal alignment of the posts and rail, methods of reconditioning shoulders and ditches, placement of topsoil, and seeding, type of equipment to be used, scheduling work, and completion of work. (20%) 3. Demonstrate quality of performance. This shall include visual and structural quality of the installations, protection of surrounding resources, number of claims submitted, and client satisfaction. (20%) 4. Demonstrate ability to provide sufficient qualified personnel and appropriate equipment to operate 2 qualified crews simultaneously to complete the work specified in this contract (20%) 5. Demonstrate ability to comply with all OSHA safety regulations as related to the work requirements as stated in the contract plans and specifications for this project and have certified flag personnel available within the organization (10%) . ? Estimated price range, $1,000,000.00 to $5,000,000.00. ? Time for completion, 150 calendar days. ? Proposal receipt date is approximate; actual date will be established at the time proposal documents are available. ? Competition limited to eligible 8 (a) concerns.
