- Description
- The Department of the Navy intends to issue a Request for Proposal (RFP) under Solicitation N62472-01-R-5460 for Repairs to Personnel Services Building 83 at the Naval Submarine Base New London, Groton, CT. Work includes complete renovation to include, but not limited to, doors, windows, floor, wall and ceiling finishes, restrooms, heating, air conditioning, lighting, power, distribution and branch wiring, and fire alarm systems. It will also include lead paint and asbestos abatement as well as sprinkler system modifications and limited removal of low voltage telecommunications systems as tagged by the Navy. This solicitation contains one (1) option which may be exercised without further notice. A proprietary item, ICONICS Genesis software is included. Award will be made to the responsible offeror whose proposal, conforming to this solicitation, is considered to be the most advantageous to the Government as a result of a Best Value evaluation with price and technical evaluation factors being approximately equal in importance. Source Selection procedures will be utilized for this procurement. Proposals will be evaluated on the basis of the following evaluation factors: (1) Offeror's Relevant Past Performance, (2) Commitment to Small Business and (3) Safety. The estimated cost range is $5,000,000-$10,000,000. This acquisition is being conducted using full and open competition (unrestricted) and is therefore subject to Federal Acquisition Regulation clause 52.219-4, Notice of Price Evaluation Preference for Hubzone Small Business Concerns. NAICS 233320 Commercial and Institutional Building Construction $28.5 million. Prospective offerors must register for this project on the NAVFAC Electronic Solicitation Internet web site, www.esol.navfac.navy.mil to receive notification of availability of solicitation documents. The Issue Date and Bid/Due Date stated in this notice are approximate dates. An official Planholders List will be maintained on-line and can be printed from the web site. The Planholders List will not be faxed. Recording companies and Blueprint companies are also required to register. Notification of any changes to this solicitation (Amendments) shall be made only on the Internet. In addition to the ESOL registration, offerors interested in obtaining plans and specifications, available on CD ROM only, for this project must submit a request with either a money order or certified check to the Defense Automated Printing Service (DAPS), Box 40, Building 83, Naval Submarine Base New London, Groton, CT 06340-5040. The price of the CD ROM will be provided by a modification to this notice and also posted to www.esol.navfac.navy.mil. Each check must be payable to the SUPERINTENDENT OF DOCUMENTS, and annotated with the applicable solicitation number. If the solicitation number is not annotated as required or your check is not made payable to the SUPERINTENDENT OF DOCUMENTS, it will be returned unprocessed (no personal checks will be accepted). Per the Debt Collection Improvement Act of 1996, the Defense Federal Acquisition Regulation Supplement (DFAR) has been amended to require all contractors to register in the Department of Defense (DOD) Central Contractor Registration (CCR) Database. Be advised, for solicitations issued after May 31, 1998, failure to register in the CCR may render an offeror ineligible for award of DOD contracts. Information regarding this registration may be obtained by accessing web site www.ccr.gov or by referring to DFARS Subpart 204.73. Offerors should submit verification of their firm's registration in the CCR Database with their proposal.
