- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). Description: MEMS electroplating system with the following capabilities and accessories: 4 inch wafer holder; heater-thermostat; two reciprocating anodes; pump 24 gal/hr minimum; frequency of reciprocating anode from 0-3 Hz. One micron filter and removable tank to hold about 10 liters. ElectroChemical Systems model MEMS Plater, FIBRoplate Process, Standard Model IKo with modifications or equal. Specifications: Mems electroplating system with the following capabilities and accessories: 0.25-4 inch wafer holder; Reverse Pulse Rectifier (Input power : 120 VAC, 50-60 Hz single phase. Output rating: 1 A average, 3 A peak at 10 V. Regulated forward and reverse D.C. current output. Heater-thermostat (Temperature controller with 550 W heater maintained within 1 deg. C. Must be chemically inert in solution. Pumping: > 24 gal/hr. Frequency of reciprocating anode from 0-3 hz. Insoluble reciprocating anodes to support > 5 mm thick plating. One micron filter and removable tank to hold about 10 liters. Self-contained and portable on a bench with rollers. Exhaust hood attachment. Must deliver by August 30, 2002. Provide installation and training. The provisions and clauses in the RFQ are those in effect through FAC 01-06. This procurement is a total small business set-aside. The NAICS Code and the small business size standard for this procurement are 334417 and 500, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Quotations for the items described above are due by no later than 4:30 p.m. local time on 5-8-02 and may be mailed or faxed to NASA-Glenn Research Center, 21000 Brookpark Road, Cleveland, Ohio 44135, Attn: Nancy Shumaker, FAX: 216-433-2133, and include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized ompany representative. If the end products quoted are other than domestic end products as defined in the clause entitled "Buy American Act -- Supplies," the quoter shall so state and shall list the country of origin. Unless otherwise stated in the solicitation, for selection purposes, technical, price and past performance are essentially equal in importance. It is critical that offerors provide adequate detail to allow evaluation of their offer (see FAR 52.212-1(b). Quoters must provide copies of the provision at 52.212-3, Offeror Representation and Certifications - Commercial Items with their quote. See above for where to obtain copies of the form via the Internet. An ombudsman has been appointed - See NASA Specific Note "B".
