Description
The National Institute of Standards and Technology (NIST) intends to negotiate with Multihazard Mitigation Council (MMC) of the National Institute of the Building Sciences (NIBS) on a sole source basis under the authority of FAR Part 13.106-1(b), Soliciting from a single source to facilitate the NIST National Workshop on Prevention of Progressive Collapse. NIBS brings together representatives of government, the professions, industry, labor, and consumer interests to focus on the identification and resolution of problems and potential problems that hamper the construction of safe, affordable structures for housing, commerce and industry throughout the United States. NIBS provides an authoritative source of advice for both the private and public sector of the economy with respect to the use of building science and technology. NIBS's councils, one of which is MMC, focus on broad-based and specialized building process issues. MMC provides the forum needed to reduce the total costs associated with natural and other related hazards to buildings by fostering and promoting consistent and improved multihazard risk mitigation strategies, guidelines, and practices. The Workshop will be held June 19-21, 2002. The Government anticipates awarding a firm-fixed price purchase order under the Test Program for Certain Commercial Items. Interested persons may identify their interest and capability to respond to the requirement or submit quotes by April 26, 2002. This notice of intent is not a request for competitive quotes. A Request for Quotation (RFQ) package is not available. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Contracting Officer.
