Description

The National Institute of Standards and Technology (NIST) intends to procure on a sole source basis with Avian Technologies LLC, Wilmington, OH to assemble/align components for one (1) Goniometer Optical System for the NIST 0/45-Degree Reflectance Colorimeter, under the authority of FAR 13.106-1(b) Only One Source Reasonably Available. Specific tasks include: a) assembling/aligning the ellipsoidal mirror and associated optics; b) assembling/aligning reference and measurement detectors; c) assembling/aligning illumination and detection; and d) evaluation of trade-off for illumination and detection design for the Goniometer. This is a sole source procurement because the Contractor, a world renown expert in colorimeter and optical instrument design, has already developed the design and recommended the components necessary for the construction of the goniometer, as well as designed and constructed the Reflectance Colorimeter for which the goniometer will interact with. An existing Purchase order which covers the design phase for the system will be modified on or about April 29, 2002 to include the assembly phase for the system. The performance period will be one (1) week. No RFQ package is available. Any interested party may submit, in writing, their capability statement to respond to this requirement. However, a determination by the Government to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. This notice of intent is not a request for quotes. See Note 26.
