Description
The Department of State intends to issue, through Simplified Acquisition Procedures, a competitive Request for Quotation (RFQ) to procure a Nortel computer based training product. The RFQ will be prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6. The RFQ document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-06. DESCRIPTION OF REQUIREMENT: Line Item 0001, Quantity 30 each, Product #0200T; Nortel self-paced eLearning, computer based training for Meridian Options 11C-81C Familiarization Release 25.40; Line Item 0002, Quantity 1 Lot, Shipping and Handling Charge. Required delivery is 30 days after receipt of a funded order. Place of Delivery: Fob destination to the U.S. Department of State, Office of Information Resource Management, Foreign Posts Telephone Branch (IRM/OPS/ITI/LWS/FPT), 7500 Boston Boulevard (State Annex 21), Springfield, Virginia 22153. This product will be distributed to the Department's overseas posts for use with Nortel PBX installations for use by personnel who require knowledge about Meridian 1 and Succession Communication Server for Enterprise 1000 systems. Offerors must provide only the items described in the RFQ; no substitutions will be accepted. The Government will award a firm fixed price order resulting from the RFQ to the responsible offeror whose offer conforms to the RFQ and will be most advantageous to the Government, price and other factors considered. The applicable NAICS is 421430. The RFQ will be release electronically to the e-mail address provided when offerors request the RFQ. The Government will make no additional efforts to transmit the RFQ or requested information when its system indicates that transmissions cannot be delivered to the e-mail address provided. It is the responsibility of each interested party to follow up to determine if the RFQ has been transmitted/released to its (the offeror's) e-mail address. The RFQ will require proposals to be submitted only by e-mail. Any product literature that can't be transmitted by e-mail may be mailed to the contracting officer at the address provided in the RFQ, but such literature must be received by the contracting officer by the due date/time specified for receipt of proposals. RFQ S-LMAQM-02-Q-0055 will be released on or about May 2, 2002, and proposals will be due not later than 10 calendar days after release of the RFQ.
