- This is a Pre-Solicitation Notice for a Full and Open competition. This Request for Proposal (RFP) will ONLY be released and available electronically at http://www.fedbizops.gov. Accordingly, No telephone, fax or email requests will be accepted. Since the RFP will only be available electronically, it will be the responsibility of interested parties to monitor the Federal Business Opportunities website for any amendments. The Estimated release date of the RFP is mid May 2002 and proposals will be due an estimated 30 days after RFP release date. The Federal Highway Administration (FHWA) is anticipating awarding one contract to obtain computer-based guidelines for optimizing job-specific paving concrete. These guidelines should provide not only information, but also an interactive, systematic approach or approaches to guide end-users through the various phases of the optimization process. The guidelines shall be practical, useful and applicable to the range of concrete pavement and climatic conditions in the United States. The effort is limited to concrete for pavements, including slipform paving mixtures for Jointed Plain Concrete Pavement (JPCP) and Continuously Reinforce Concrete Pavement (CRCP) and overlays (bonded and unbonded). Patching and repair mixtures employing conventional, non-proprietary materials are within the scope of this effort. The following materials are to be considered for this effort; Portland cement, aggregates (natural, artificial, and recycled), chemical admixtures, supplementary cementitiuos materials (fly ash, slag, silica fume and metakaolin) and blended cements incorporating the previously listed cementitious materials.
