- NA The U.S. Army Corps of Engineers, Vicksburg Consolidated Contracting Office proposes to enter into a Cost-Plus-Award-Fee contract. The Contractor shall support the U.S. Army Engineer Research and Development Center, Waterways Experiment Station (WES) loca ted in Vicksburg, MS. This support shall be for the maintenance, repair, inspection and modification when applicable, of the mechanical systems for the entire installation. There are approximately 80 buildings, 5 trailers, and 13 residential quarters. The Contractor shall be responsible for all mechanical equipment such as heating, ventilation and air-conditioning systems along with humidity control systems, fume hoods, environmental chambers and special laboratory equipment. The Contractor shall furnish t he management and the necessary professional, supervisory, technical, administrative personnel, equipment, fuel, supplies, and transportation required to perform those services. It is the Government's intent to award one contract in relation to this sol icitation. This award will result in a Cost-Plus-Award-Fee type contract for a base year with four option years. The estimated start date is 13 August 02. Selection of a contractor will be made by an integrated assessment of the proposals submitted. Th e integrated assessment will involve a determination by the Government of the overall merit of each offeror's proposal. All offeror's proposals will be evaluated for technical quality and quantity and assigned an adjective rating. Award will be made to t he offeror whom the Government determines will be able to accomplish the necessary work in the manner most advantageous to the Government. The evaluation of technical capabilities will be accomplished without reference to cost. The technical aspects of t he proposal will be evaluated on the following topics listed in descending order of importance: Management Capability, Experience of Firm (Past Performance), Experience and Technical Expertise of Key Personnel, Staffing, Equipment, and Proposed Budgetary and Cost Accounting Systems. Cost proposals will not be scored, but will be evaluated for reasonableness by cost/price analysis. The total estimated contract cost will be considered as an independent element from the technical evaluations. Cost proposal s will be reviewed for completeness, credibility, and compatibility with the proposed technical capability. All responsible sources may submit a proposal which shall be considered. Issue date on or about 15 May 02. Closing date on or about 14 Jun 02.
