Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number N00164-02-R-6506 is hereby issued as a request for Proposal (RFP). Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-06 as well as DCN 20020314. The North American Industry Classification System (NAICS) Code for this procurement is 334513 and the size standard is 500 employees. This requirement is for the following: CLIN 0001 ? One each Discrete Semiconductor Tester used for evaluation of multiple device types and package styles, capable of testing a wide variety of devices, transistors, diodes, Field Effe ct Transistors (FETs), Junction Field Effect Transistors (JFETs), Zeners, Insulated Gate Bipolar Transistors (IGBTs), MOS Controlled Thyristors (MCTs), Silicon Controlled Rectifiers (SCRs), Triacs, Optoelectronics (Optos), small signal devices, power semi components, multi device packages, arrays, and hybrids. The two known Discrete Test Systems meeting these requirements are Lorlin Test Systems, P/N 7BT Discrete Tester, and Scientific Test, Inc., P/N 5300HS-L Discrete Tester. This is a Brand Name or Equal purchase description. The requirements for the tester include the following salient characteristics: 0.5% System Accuracy or better, 5 Picoamp Leakage Current Resolution or better, 0.5% Zener Resolution or better; 600 V/20 A minimum capability, expandable to at least 2000 V/30 A; Programmable software for Soak Capability and Adjustable Test Times. The tester shall be capa ble of performing a complete diagnostic tests and calibration on the entire test system with software and external equipment (this shall include offset nulling of op-amps and gain setting of the digital to analog converters). The tester shall include Applications Software Package, Pentium PC (expandable), and System Manuals (the PC, along with the application software, should be able to independently operate all testing and measurement requirements). The test system?s physical dimensions shall not exceed 4 ft. wide x 6 ft. long x 6 ft. high, and the weight shall not exceed 300 pounds. The power requirements shall be a standard US rating, with a minimum 115 V/20 A and a maximum 120 V/30 A capability. The tester shall have expandable/upgradable capabilities for test software and include adapters for special tests and circuit cards (all of which may be used to increase test capabi lity - voltage, current, testing options). Other requirements for the system include the following Lorlin Test Systems item part numbers or equivalent (listed with their salient characteristics): (1) P/N 30 Amp (extends to 30 amps); (2) P/N AC-100 (1 kHz AC testing option); (3) P/N FET-101 (power FET testing option); (4) P/N MUX3 (allows expansion from one to three test stations); (5) P/N PTF-103 (diagnostic performance test fixture); (6) P/N FIX-700 (test fixture package which includes ten test fixtures); (7) P/N CAP-100 (capacitance test board); (8) P/N SBK-700 (spare boards kit); (9) P/N BL-Fix (four blank test fixtures); (10) P/N HVS-102 (2000 V, 20A manual test station); (11) P/N OTS-130 (600 V, 6A manual test station with Cap Test Capability); (12) P/N SS-100 (scanner and array station); and (13) P/N SS-100/BD (scanner and array boards, quantity of three). Used equipment may be substituted for new equipment if the standard one-year manufacturer?s warranty applies (used equipment shall meet new equipment specifications; offeror shall specifically identify any non-new equipment being offered). The Government is offering as a trade-in a Teradyne T357 with an M361-01, manufactured 1982, designed to test high power discrete devices, 2000 V/160 A); this equipment is offered ?AS IS.? Options include the following, and should be quoted separate of the discrete tester and its requirements: CLIN 0002 - Onsite (NSWC Crane) training for up to 6 personnel at times/dates to be determined by mutual agreement (training will be conducted at Building 3334, NSWC Crane, IN); and CLIN 0003 - Full maintenance agreement on the test system and software for up to five years, in one year in crements (minimum requirements would include hardware and software maintenance with a standard repair period of not less than 48 hours). Delivery is required F.O.B. NSWC Crane 47522 within 90 days after award. Final inspection will be at NSWC Crane, IN. Selection for award will be based on past performance and price. Options will be included in the price evaluation. To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describ e any modification the offeror plans to make in a product to make it conform to the solicitation requirements. Offerors must mark any descriptive material to clearly show the modification. Offers that are non-compliant with any material requirement of this solicitation may be rejected without further consideration for award. This will be a firm fixed price supply contract and will be awarded utilizing Simplified Acquisition Procedures. The contractor shall extend to the Government the full coverage of commercial sale warranty provided such warranty is available at no additional cost to the Government. The offeror shall provide its Commercial and Government Entity (CAGE) Code, Contractor Establishment Code and Tax Identification Number. To be eligible for award you must be properly registered in the Government's Central Contractor Registration (CCR).
