Description

DESC: The Fleet and Industrial Supply Center Norfolk Detachment Washington is intending to award a sole source contract for one Wipe Ingestion Kernel Software Suite and User and Admin Manuals. The software is designed to ingest and distribute multi-source, multi-variable data for analysis and to be used by Ice Analyst and external customers. National Ice Center (NIC/NAVICECEN) has identified the custom COT's software known as the World Wide Web Information Processing Environment (WIPE) as a mature Data Fusion platform. The software will help support the Caterra System to ingest all data, perform cartographic projections and convert the data to ERDAS Image format. The intended sole source for this requirement is Applied Coherent Technology. The Contractor shall be responsible for designing software and producing the user and admin manuals. The solicitation is not available for distribution. Delivery will be 180 days from the date of award. Negotiations are being conducted using other than full and open competition procedures pursuant to authority of FAR 6.302-1 (b) FISC intends to award a sole source Firm Fixed Price Contract. See Numbered Note 22
