- Description
- NASA/MSFC plans to extend the MSFC Aircraft operations and maintenance contract with The Bionetics Corporation on a sole source basis. The contract provides services for the operation and maintenance of the MSFC aircraft. The contractor furnishes the necessary management, personnel, equipment, and materials (not otherwise provided by the Government) to fulfill this requirement. Safe efficient operations and maintenance of the MSFC aircraft, as well as timely support to users, are key factors in the work under this contract. The work can be broken down into the following elements: Operations in accordance with NASA and federal standards (to include the provision of federally-qualified flight crews) and Maintenance (compliant with all applicable federal standards for the aircraft being maintained). The contract completion date is September 30, 2002, and the service will be continued up to one year through September 30, 2003. This extension will be pursuant to FAR 6.302-1, which implements the authority of 10 U. S. C. 2304 (c) (1) for the acquisition of supplies or services from only one source and no other supplies or services will satisfy agency requirements. Competition is impractical for the following reason at this time: NASA Headquarters provided MSFC with a different aircraft (Gulfstream II) to use as a mission-management aircraft on September 10, 2001. MFSC's previous aircraft was a Gulfstream I. Given this change, the Center Operations Directorate and Aviation Safety Officer will require approximately eight to ten months to become fully knowledgeable with all aspects of the new aircraft. However, the technical personnel charged with the recompetition effort will take action to become fully familiar with the numerous differences between the Gulfstream I and II in order to successfully formulate a plan and documentation to solicit full and open competition for the follow-on requirement. Written responses must be received in this office within 15 days after publication of this notice. No award will be based on any offer or proposal received in response to this notice.
