Description

PRE-SOLICITATION SYNOPSIS - It is the intent of this solicitation to obtain construction, alteration and repair of Government facilities by means of an indefinite quantity Multiple Award Construction Contract (MACC) at the Naval Surface Warfare Center, Crane, IN. This contract provides for award to multiple contractors for issuance of individual Task Orders for the accomplishment of various construction projects, including design-build and/or fully designed projects and MILCON projects for the Naval Facilities Engineering Command. This is a Negotiated Best Value Procurement (RFP) that will utilize the two-phase design build selection procedures. Individual Task Orders will be awarded on a best value basis considering price, past performance, small business subcontracting and technical factors. It is anticipated that the MACC contract award will be made to multiple firms who will then compete for individual Task Orders. The estimated range of Task Orders awarded under this contract is between $300,000 and $12.0 million. The basic contract period shall be for 5 years (60 months) with a maximum value not to exceed $75.0 million. There will be a guaranteed minimum value on this contract in the amount of $25,000. This is an indefinite quantity contract with no fixed unit prices. Each Task Order will be competed among awardees and Task Order awards shall include all labor wages, management, supervision, mobilization, material and equipment costs. The contractor shall furnish all project management, planning, estimating, labor, transportation, materials, equipment, tools, supervision, design if applicable, and all other associated costs necessary to fulfill the requirements of the Task Order. It is anticipated that one (1) Task Order will be awarded initially as a seed project. This project is Design-Build Microwave Devices Engineering Facility at the Naval Surface Warfare Center, Crane, IN. The project will consist of a permanent, one-story 4,612 square meter addition to building 3168 with structural steel frame, insulated masonry exterior walls, reinforced concrete floor and foundation, and an EPDM fastened roof system. Functional areas include: Industrial mid bay area with 5 ton overhead crane, mechanical components test & repair lab, land based high power test beds, network analyzer room, Class 100,000 and 10,000 clean rooms, computer room, shipping/receiving/staging area, secured Industrial material storage area, document control with space savers and vault, support spaces, conference room, mechanical equipment room, rest rooms; utilities including 400 Hz, pure water distribution, and compressed air; mechanical HVAC. OMSI manuals will be provided. Upgrades to existing building 3168 include additional HVAC in warehouse area, upgrade pure water skid, extension of existing crane rail over loading dock, and provision of three new overhead coiling doors at the existing space to be used as warehouse, to establish a shipping/receiving area. The project will demolish approximately 9 buildings not on the new construction site totaling 52,000 sq. ft. The estimated cost is between $8.75 and $9.1 million. Technical and Price proposals will be required. NAICS Code is 233310 and small business size standard is $28.5 million. This solicitation is unrestricted.
