Description
The Administration for Children and Families(ACF) through the Program Support Center, Division Acquisition Management (AOS) intends to award a twelve (12) month contract, with four one (1) year options. The contractor shall provide for the "Evaluation of Independent Living Programs Funded Under the Chaffee Foster Care Independence Program". The Program is a multi-site, Congressionally-mandated study that necessitates experience and expertise in social science research and evaluation, including the methodological skills for designing and conducting experimental studies and the capacity to collect first-hand data from hundreds of program participants, as well as control group participants, on a nationwide level. Moreover, the contractor is required to have experience and the resources to conduct longitudinal research, which requires tracing, locating, and maintaining participation of youths, many of whom will be homeless or transient, over a two-to-three year period of time, in multiple sites. Sophisticated statistical techniques are required for analyzing longitudinal data across multiple sites, which will require significant academic experience in longitudinal modeling, in hierarchical statistical analysis, and in handling missing data. The contractor must be able to hire, train, supervise, and manage qualified field staff in multiple, geographically dispersed locations. The contractor also should have substantive knowledge of the child welfare and foster care fields, as well as substantive knowledge of youth development issues. Those small businesses that are interested should provide a capability statement no later than COB May 3, 2002.
