Description

New Snowmobiles and All Terrain Vehicles (ATV's), Clearwater National Forest, Clearwater County, Idaho. This is a combined synopsis solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation R1-05-02-20 is issued as a Request for Quotation (RFQ). RESPONSES ARE DUE BY NOON ON MAY 10, 2002 Pacific Daylight Time, MAIL, OR FAX. NOT SET-ASIDE FOR SMALL BUSINESS. The North American Industry Classification Code is 441229 for snowmobiles and 441221 for ATV's. A quotation is requested for two (2) line items, with/or without the trade-in option. LINE ITEM 1 is for 2 each snowmobiles. The snowmobiles shall, at a minimum, meet the following specifications: 1) motor to be 600 cc liquid cooled, 2) have reverse, 3) track to be 136 inches long, and have 1-1/2 inches lug; 4) be clutched and jetted for correct elevation, 5) cover, 6) speedometer plus odometer, and 7) 10 gallon fuel capacity. The Forest Service has two (2) snowmobiles available as possible trade-ins toward the purchase of the snowmobiles named in Line Item 1. 1) 1987 Yamaha Enticer Long Track, SN 82U-001293, 2) 1988 Yamaha Enticer Long track with reverse, SN 84G-001152. Both run. LINE ITEM 2 is for 2 each, 4X4, ATV's. The ATV's shall, at a minimum, meet the following specifications: 1) motor 400cc liquid cooled 4 stroke, 2) electric start, 3) shaft drive, 4) transmission needs hi/lo/reverse/park with engine braking, 5) 4X4 with on-command 4-wheel drive, 6) chassis needs front and rear rack, 7) 2000 lb. Winch to be mounted with winch mounting kit, 8) towing capacity of 1000 lb., 9) speedometer plus odometer, 10) 4 gallon capacity fuel tank, 11) skid plates under motor and transmission and front and rear ends. The Forest Service has two (2) ATV's available as possible trade-ins toward the purchase of the ATV's named in Line Item 2. 1) 1986 Honda, 4x2, 250cc, SN JH3TE0600GC112508, runs, 2) 1993 Polaris 350cc, 6X6, engine is no good. Trade-ins are available for viewing at the Forest Service Warehouse, Orofino, Idaho. The two snowmobiles and two ATV's are to be delivered to the U.S. Forest Service Warehouse located at 12730 Highway 12, Orofino, Idaho. Vendor is to propose delivery date(s). The Government will award a contract resulting from this quotation to the responsible offeror whose offer conforming to the quotation will be most advantageous to the Government, price and other factors considered. The following three factors shall be used to evaluate offers -- technical capability of the item offered to meet the Government's requirement, price, and delivery date. Pertinent portions of Clause 52.212-1 -- Instructions to Offerors--Commercial Items are as follows: As a minimum, offers must show-- (1) The solicitation number; (2) The name, address, and telephone number of the offeror; (3) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary; (4) Terms of any express warranty; (5) Price and any discount term; (6) "Remit to" address, if different than mailing address; and (7) Confirmation of ability to meet delivery date. Payment will be made by either Visa credit card or purchase order. FAR clauses and provisions 52.212-1 (Instructions to Offerors--Commercial Items), 52.212-4 (Contract Terms and Conditions--Commercial Items), 52.212-5 (Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items) apply to this acquisition and are incorporated by reference. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-06.
