Description
INS has a requirement for secure air transportation services to facilitate removal from the United States of deportable criminal and non-criminal aliens detained in INS custody. The deportable alien population will consist of a variety of security requirements; nationalities; languages; ages; and will include both males and females. Flights will depart from Phoenix, Arizona to Central America including Guatemala, El Salvador and Honduras; from Houston, Texas to Central America including Guatemala, El Salvador and Honduras; from Alexandria, Louisiana to South America including Columbia; from Alexandria, Louisiana to Caribbean countries including Jamaica, Dominican Republic and Haiti; from Niagara Falls, New York to Lagos, Nigeria. The contractor will be responsible for obtaining the necessary use rights for each airport. The frequency of flights varies depending on destination and estimated repatriation requirements. The contractor shall be required to maintain secure custody of each detainee from the point at which custody is officially transferred by the INS, to the point at which custody is officially transferred to designated officials in the receiving country. The contractor shall be required to follow applicable INS policies/standards regarding the application of restraints, the use of force, and other aspects of performance (as defined in the RFP). Firearms shall not be permitted as part of the security equipment utilized by the contractor for this requirement. The contractor shall be required to comply with all laws, rules, and regulations applicable to the performance of this contract. The contractor will be responsible for providing all staff, facilities, services, equipment, and supplies needed for contract performance and be ready to begin performance on October 01, 2002. The INS may elect to make multiple, partial awards under this solicitation to those responsive offerors who demonstrate the capacity to perform a specific portion of the requirement. The INS intends to award an Indefinite Delivery/Indefinite Quantity, Firm-Fixed Price contract. The contract will consist of a one-year base period plus four, one-year option periods; a performance-based statement of work; with a management emphasis on contractor quality control. The contractor responsible for operating the aircraft under this contract will be required to possess the appropriate authorizations to engage in air carrier services and perform in accordance with the requirements set forth in the Federal Aviation Administration Regulations, Part 121, Certification and Operations: Domestic, Flag, and Supplemental Air Carriers and Commercial Operators of Large Aircraft, and 32 CFR Part 861, Department of Defense Commercial Air Carrier Quality and Safety Review Program. Past performance and experience under existing and prior contracts for services similar in kind, size, and complexity to the subject requirement will be significant factors in the evaluation of offers and award selection shall be made on a best value basis. The estimated RFP issuance date is May 15, 2002 and the estimated closing date is June 17, 2002. All potential offerors shall submit quotations for all of the service areas specified in the solicitation. This solicitation is being issued on an unrestricted basis. The North American Industry Classification System (NAICS) is 481211. INS anticipates releasing a solicitation for this requirement on or about May 15, 2002. The distribution of this solicitation will be accomplished solely through the General Services Administration's (GSA) Federal Business Opportunity (FEDBIZOPPS) web site http://www.fedbizopps.gov (hard copies of the solicitation document will not be available).
