Description
This amendment is issued to change this procurement to full and open competition. See notice below: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulation, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is F04700-02-T-0032. This is a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-27 and DFARs Change Notice (DCN) 20011206. This acquisition is Unrestricted. North American Industry Classification System (NAICS) IS 333999. This acquisition includes Contract Line Item Number: CLIN 0001, for the designing, fabricating, testing and delivery of two (2) each, high pressure (8500 psi) particulate filters for use in gaseous or liquid nitrogen, oxygen, hydrocarbon, or hydrogen systems. The filters will range in size from 8? ? 12? and must be capable of filtering particles from 10 ? 100 microns. Filter elements in hydrogen, nitrogen or hydrocarbon service shall be fabricated from either 304L or 316L SS. Filter elements used in oxygen service shall be fabricated from Nickel 200. The filters shall be designed such that the filter cartridges are removable, replaceable, and accessible. The filters will either be provided with buttweld ends or reflange type hubs. The filter cartridge shall require precision cleaning, and spare cartridges will be supplied with each filter. The contractor shall supply the filter, complete with filter cartridges, pressure taps (used for differential pressure measurement) that are weld boss machined, and flanges, and special tools necessary to install, repair, maintain, operate or adjust the filters. Filters shall be fabricated under the ANSI and ASTM Standards. Interested parties must be able to demonstrate technical experience in the designing and fabrication process. This procurement is very rigid as to material specifications and drawing compliance. The contract shall be subject to on-site inspection by government representatives prior to contract award and after contract award during production. The contract being contemplated is a firm-fixed price contract. Interested contractors who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide the requested items above and must be able to demonstrate technical experience in the designing and fabrication process. Interested parties need to download the Statement of Work and detailed specifications which are included as part of the RFQ package. No hard copies of the RFQ, or portions there of will be provided. It is the offerors? responsibility to ensure all efforts are taken on their behalf, or expertise obtained, to download all files in order to receive the entire RFQ package. Please read the entire package and complete all of the required information. CONTRACTORS MUST COMPLY WITH DFARS 252.204-7004, REQUIRED CENTRAL CONTRACTOR REGISTRATION (MAR 2000). DFAR clause 252.2127001, Contract Terms and Conditions Required to Implement Statutes Applicable to Defense Acquisitions of Commercial Items applies. Applicable DFAR clauses cited in 252.212-7001 are: 252.225-7001, Buy American Act and Balance of Payments Program; 252.247-7024, Notification of Transportation of Supplies by Sea.); clause 52.232-33 Payment by Electronic Funds Transfer--Central Contractor Registration; clause 52.212-2 Evaluation--Commercial Items, the following factor shall be used to evaluate offers: Best Value. The government will award a contract resulting from this RFQ to the responsible offeror whose quotation conforming to the solicitation will be the most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offeres: Price, Technically acceptable, and Past performance, with Technically acceptable and past performance being more important than price. Offerors must include a completed copy of the provision 52.212-3, Offeror Representations and Certifications--Commercial Items with the offer. If the offeror does not have a copy of this provision, contact the Contract Specialist to receive a copy.
