Description
The National Park Service is seeking a contractor to provide all services necessary to clean and conserve ten pieces of wood furniture for public exhibit inside the second floor of the William Johnson House in Natchez, Mississippi. The Johnson House is one unit of Natchez National Historical Park and this project is part of phased plan to conserve museum objects at the Park. Most of the objects have spent the past several decades in a non-environmentally controlled warehouse setting and have deteriorated as a result. The primary goal of the conservation of these objects is to preserve their historic, scientific, or esthetic identity, as embodied in surviving features of composition, structure, form, appearance, and workmanship. The project will consist of five separate components: 1)Packing the objects in Natchez, Mississippi, and transporting them to the conservation lab for treatment; 2)Performing an independent assessment of each object's condition and creating a detailed object treatment proposal to submit to park staff for review and approval; 3)Carrying out the treatment as proposed in the approved object treatment proposal; 4)Creating a treatment report for each object, including photographic documentation, detailing exactly what treatment was carried out; and 5)Packing the objects and delivering them back to the museum storage facility in Natchez. All conservation treatment must be carried out in accordance with the principles and practices specified in the Code of Ethics and Standards of Practice of the American Institute for Conservation of Historic and Artistic Works. In addition, National Park Service policy calls for a "minimal intervention" treatment strategy of doing the least possible to the object that in any way alters its significant characteristics. Magnitude of this project is $25,000 to $50,000. NAICS code for this project is 711510. Procurement is being conducted as a Request for Proposals under the Simplified Acquisition Procedures of FAR Part 13. The government will use a tradeoff approach in selecting a contractor to perform this project, with price being approximately equal to all other selection factors combined. The Request for Proposals will require contractors to provide information on the following selection factors as a part of their proposal: 1)Resumes that indicate education and experience in conservation treatment and references; 2)A description of the approach to the general treatment process for each object type; 3)Evidence of past experience in comparable types of treatment work (e.g., sample treatment reports/photographs); 4)Information indicating the technical capacity to accomplish the work required and ability to meet required dates of completion; and 5)Information describing proposed method of transportation of objects, security of facility where work will be accomplished, and proper insurance coverage. Solicitation package will be available on or about May 17, 2002. This solicitation will be issued electronically on the Department of Interior's National Business Center (NBC) web site at http://ideasec.nbc.gov and offerors desiring to conduct business with DOI are requested to register at the web site.
